Australia’s Continuing Negative Attitude Toward China Will Inevitably Extract a Price

The status of the island of Taiwan has once again risen in the United Nations with its position as a prospective new member of the UN being supported by the United States. This reflects the ambivalent role the United States has always played on the status of Taiwan.

When the United Nations was formed in 1945, China was one of the five permanent members of the Security Council. The Civil War that raged in China after the Japanese were defeated resulted in the Communist Party gaining control of the mainland. Astonishingly, China’s seat on the United Nations Security Council was retained by the defeated Nationalists, then under the control of Chiang Kai Shek. It could in no sense of the word be considered a democracy.

It was, for example, ruled under martial law from 1949 to 1992 when the first free elections were held to the Taiwanese parliament. It was thus a dictatorship for the entire time it held China’s seat on the United Nations Security Council. The actual status of the Taiwanese government during the years it held its seat on the Security Council made a mockery of the United States’ claims to support Taiwanese “democracy” during the post-1949 period.

Resolution 2758 was put to the General Assembly of the United Nations on 26 October 1971. This followed the introduction of a resolution sponsored by Albania and 16 other members on 15 July 1971 requested that the question of the restoration of the lawful rights of the People’s Republic of China in the United Nations be placed on the agenda.

It was a motion fought against by the United States which attempted to gain support for several amendments. Those amendments would have assured a continuing role for Taiwan in the United Nations. Albania was clear that the existence of the PRC was a reality that could not be changed to suit the myth of a so-called Republic of China fabricated out of a portion of Chinese territory.

The United States’ attempts at sabotaging the vote were unsuccessful. The resolution passed by 76 to 35, with 17 abstentions. Most European countries supported the motion. None voted against, although Spain, Greece, and Luxenberg were among the 17 abstentions.

Of the 35 countries against the resolution, most were from South America, but they also included Australia, Japan, New Zealand and the United States. Of the votes against, only New Zealand has since publicly expressed remorse for its original anti vote.

‘The United States, although officially recognising the PRC as the legitimate Chinese representative in the United Nations has never ceased support for Taiwan. It has for example, recently expressed support for the notion of Taiwan’s representation in the General Assembly of the United Nations. There is almost no real support for the US actions. Taiwan is currently recognised by only 15 states, mostly in the Caribbean, but include, perhaps surprisingly, the Holy See.

What it does represent is that the United States has never lost interest in its ambivalence towards the People’s Republic of China. Their current support for Taiwan included a recent statement by president Joe Biden that the United States supported Taiwan’s independence from China. As noted, the United States also supported Taiwan’s admission to the United Nations General Assembly.

Taiwan itself has now at least stopped pretending that it represents China and prefers that we choose to forget the many decades when it claimed to be the representative of China. It has recently started making statements suggestive of an independent existence. It is a position resolutely opposed by China itself who firmly hold the view that Taiwan will be returned sooner rather than later to the control of the Beijing government.

An extraordinary statement was recently made by Australia’s defence minister, Peter Dutton. Speaking a few days ago, Dutton made the extraordinary claim that Australia would come to the defence of Taiwan if the PRC attempted to forcibly recover the island for control by the mainland. It is difficult to conceive of a more harebrained scheme by an Australian minister of defence.

Presumably, such action would be in support of similar moves by the United States. It is difficult to find any serious commentator who argues that such a confrontation between China and United States would end in a US victory. Only last week the United States head of the military General Mark Milley warned that the United States would almost certainly lose a war with China over Taiwan. Dutton cannot be unaware of this evaluation, which makes his statement of support for Taiwan all the more astonishing.

Australia has no formal diplomatic links to Taipei, although the recent visit to the island my former prime minister Tony Abbott had high level official government support. Abbott made some typically ill-considered comments of support for Taipei. Although no longer a member of the government, having lost his Parliamentary seat at the last election, there is little doubt that Abbott’s views are widely accepted by the government.

They echo similarly ill-considered comments by Prime Minister Scott Morrison who earned the ire of the Chinese, and the loss of billions of dollars of trade, by calling for an inquiry into the origins of the Covid 19 disease. Morrison was loyally echoing then United States President Donald Trump. Not for the first time, Morrison’s ill-considered remarks have had devastating consequences, both economically and politically.

The Australian government has also contributed one of its warships to join the United States in so-called freedom of navigation exercises in the South China Sea. This is a blatantly hostile action against the PRC. The Australian government, like the Americans, are unable to point to a single instance of the free movement of shipping in the South China Sea being impeded in any way, much less by the PRC.

China has for at least the last two decades, been Australia’s largest trading partner, a status now seriously in danger because of the government ill-considered remarks and actions. Even if there is a change of government after the next general election, due no later than May of next year, it is difficult to see any serious action being taken to repair the trade damage done by the government’s ill-considered remarks, of which those by Dutton and Morrison are but two examples.

The opposition Labor Party, which currently has a comfortable lead in the polls, is scarcely any better in its attitude toward China. Short of a radical change in policy towards the PRC, Australia faces a very difficult trading situation that will not be easily repaired.

  1. Elevating Taiwan to stand-alone UN member can only be good news, Taiwan has not been part of China for 500 years since the Chinese burned their navy.
    Same goes for the reefs adjacent to the Philippines and Vietnam.
    Taiwan is host to Taiwan Semiconductor, which reportedly makes 90% of the higher level chips. What better guarantee do you want, this is way more than a treaty, as well Taiwan is paying the insurance money buying F35 planes at a cost of squillions.
    Democracy is usually suspect or bogus, same goes for anything emanating from the UN. The world is run by competing mafias who sometimes align their interests, for example to inject everyone.
    Taiwan doesn’t exactly belong to anyone, it was part of the Japanese Empire until 1945 when by the normal arrangements it should have gone to the US however it was later occupied by Chiang Kai Shek’s crowd presumably with the blessing of the US, who were busy winding down the Military Industrial Complex in Korea. Milley is a sold-out weirdo who reportedly went to school with Richard / Rachel Levine, sounds like an interesting school.
    The CCP’s empire expansion is too hasty and too greedy and they have stolen territory from the neighbours. They sell us plastic junk made with forced labour and as an industrial giant they barely existed 20 years ago. We are better off focussing more on ASEAN and Japan/Korea/Taiwan. Just ignore the squeals of protest from their leadership and build relations with China through Malay Chinese, Taiwanese and the diaspora, the CCP has lost the plot, the China boom was over long ago. As with any full surveillance dictatorship with prison style labour and slave-like controls, I’m not an enthusiast.

    While I have no argument with O’Neil’s article, I would like to re-present the basic context.

    Chiang Kai Skek’s Quomintung was a super-exploitive regime in which wages and salary were non-existent. Instead of remuneration, each level of worker screwed the person below him on the social ladder. This is primarily why Mao and his revolutionary army defeated Chiang Kai Shek; a fundamentally flawed political and economic regime. This did not change for 40 years and I doubt there is any real democracy there now.

    But then, nobody supports democracy anymore. We are talking oligarchs.

    The US has no coherent policy on Taiwan, any more than it does on Cuba. It is simply a psychotic attitude and Dutton would never have made his statement if he had any grasp of geopolitics.

    Taiwan is simply an independent nation, that is entitled to remain independent if the majority of its citizens desire this. China has nothing to do with the issue except its own equally psychotic attitude.

    The real issue for us is: why do we continue to let the US invade and occupy Australia, and dictate our foreign policy? As I write, the US is building a shipping facility on Gunn Point, one hour out of Darwin. I constantly see US troops patrolling in the bush in the Top End, which is outrageous. This is invasion, nothing less.

    • Mary, funny you should ask that question. I have a friend who is Born and bred Taiwanese, migrated to Australia with all his family and siblings. He was/is not happy with what’s going on over there, and has stated he’s not prepared to die for U.S. hegemony aspirations. He’s extremely concerned his homeland will be destroyed as a direct result of American,(and now Australian) interference in issues that are none of their concern. According to him, the majority of native Taiwanese, (not Chinese Han ) are quiet happy to allow China to rule over them, and according to him, give them a better life. After discussions with this man, it’s very obvious James is right on the money, moreover TonyRyan43 also seems to know a lot more about this issue than the majority of posters on here, and what he’s posted fits with everything my friend has told me. It’s amazing how many people claim to know it all about this small island, without ever having exchanged any words with the people who have actually lived in the place and experienced conditions there.

      • I heard the US just opened a thing in Lithuania, interesting choice since the 3 Baltic states were part of the USSR and Lithuania is closest to the Russian acquisition Kalingrad is it called ? I think the Prussian empire went there and the tribes there were so warlike they ended up being genocided and Germany lost it with Poland – something like that. So the loose arrangement between Russia and China to defeat USD hegemony and have the “2nd world” rise to equal stature is being provoked through the Russian end to get at China while at the same time the Trump faction of US politics is courting Russia to split them off from the outwardly belligerent CCP … the outfit in Lithuania is more low key than an embassy though, I think it is a help-desk post office or something like that at this stage. It provides a sense of direction. The Finns are solid with EU and anti-Russia, Estonians are basically cousins of Finns, maybe the US will stick a consulate in Latvia next, who knows, not me.

    • They said the Cuban Missile Crisis was a response to a bunch of missiles being placed in Turkey pointed at Crimea and beyond so I guess the NT is going to go nucular. It seems we always have to have mass destruction, when it could be so easy if the world leaders simply fought duels to decide outcomes.

    For a start, Zhongguo, aka China, has never won a war outside it’s own territory. Recall when they invaded North Vietnam immediately after the US retreat from so called South Vietnam. The North Vietnamese totally shamed them, in less than a week!
    Zhongguo engaged the Nihong (Japanese) in a ferocious naval battle in the China Sea off Yantai in the late 1800s. Yantai is about an hour’s drive North of Qingdao which was then occupied by Germany, (Deutschland). The Nihong (Japanese) decimated the Zhongguo (Chinese) Navy there and today you can go to the island where the naval battle occurred that houses a massive museum dedicated to the humiliating defeat. I kid you not, I’ve been there twice!
    There is also home to Zhonnguo’s North Sea of China’s Naval Fleet.
    A historical point; North and South Vietnam were never united and it was Ho Chi Min’s long held dream to unite them. Still, to this day, South Vietnam is under military garrison as been the case since the embarrassing defeat of US Forces and retreat.
    South Vietnam was part of Indonesia as was Cambodia for centuries, as was Mindinao in the Filipines.
    Now that was quite an odd event as North Vietnam and Guangdong, aka Canton, were one country for 1,000 years.
    Now there is a highly coveted, or should I say “embarrassing” secret that it was with assistance of Allied Forces combined with Mao’s and Nationalist forces that together they defeated the Nihong.
    It was the last Emperor, Puyi, who invited the Nihong (Japanese) to take Zhonngguo (China) but at that very time there was a war going between Mao and the Nationalists so they combined, begrudgingly, to fight the Nihong, invited by the Last Emperor, Pu Yi. Pu Yi also gave “Formosa”, later renamed Taiwan, to the Nihong who forced out the Dutch who mostly resettled in Indonesia and grew coffee.
    When the combined Zhongguo factions, along with the Aillies, defeated the Nihong, the Allies tried to defeat Mao. It was then that Nationalists realised that there was no way the Allies could defeat Mao and he would slaughter the Nationalists after defeating the Allies.
    So, in the confusion of battle the Nationalists made their escape. They knew full well that they would all be killed so they, with all their supporters, made off to Hokkein, now Fujian, where their financiers and devoted supporters lived. They organised every one to escape to Taiwan which is only 9 km across the Taiwan Straits from Fujian.
    Whilst the Fuijian Nationalists gathered every one who would be assassinated eventually by Mao, they, under the cover of the battle going on in Guangdong (Canton), the remnants of the Nationalist Army sacked Beijing and stole the priceless treasures of Chinese History, went back to Fujian with the loot and then, with several million Fujianese, invaded Taiwan and took over from the Nihong (Japanese) who were demobilising back to Japan (Nihong).
    Mao defeated the Allies, mainly US forces, and then found out what Nationalists had done. But Mao had no strategy for an amphibious attack on Taiwan and such is true today.

    Shandong is the No. 2 GDP province there, behind Guangdong, but as Guangdong was actually combined with North Vietnam for 1,000 years Guangdong people are distrusted so Shandong takes the top of the hierarchy.
    The language used in government in Beijing is Shandong language, not Beijing local dialect.
    Mao got an Englishman to create the first national speaking language there, it’s called Putonghua; putong means common, and hua means talk; ‘common talk’. Not Mandarin which is derogatory label the former English occupiers coined. Mao employed scholars there to also create a Simplified written language called Hanzi. Every one from about 2 years of age learns to speak Putonghua and read and write Hanzi. Those spoken and written languages are the first, ever, national languages. But the people there can speak approximately 9 totally different Zhongguo (Chinese) languages plus the national languages.
    Kongzi, aka Confucius, is from Shandong.
    There is no such language there known as Mandarin and most people there have no idea what Mandarin is. I’ve asked 100s of them and they mostly got angry with me for asking them, they don’t like to be seen as dumb.
    Australia was the first country to buy China’s manufactured goods, their first Foreign Exchange. Every one is taught in schooling that if it wasn’t for Australia China would still be isolated from the world.They teach that today!
    People from Taiwan, millions of them, work on the Mainland. They run the factory that makes 80% of Apple’s products in Shenzhen and other key industries throughout . They also manage and run all of China’s Road, Rail, Flight infrastructure. How come? The CCP believes that if their people could multitask they would kick out the Party. Therefore the regular Chinese are purposefully prohibited from learning how to multi task! If the mainland invaded Taiwan the Taiwanese working on the Mainland would simply quit bringing the country to its knees!
    Then there’s the Koreans; millions of them! And the Japanese, also in the millions. Indians, Pakistanis, Africans, Russians, lots of people from many countries, too!
    I associated with many high level party party officials and former very high officials in the 12 years I was there. Despite my high level Party friends I got deported twice. I never used those people for my own ends or needs. I did once use one of those officials to get my son out of prison there. Each time I got deported I simply got a new Visa and returned the next day!

      • When I was in Hanoi the Vietnamese told me they used to own Hainan Island but I couldn’t find the evidence so I thought they were making it up. The Malaysian Chinese are basically a type of migrant / refugee so they are evidence of endless battles. Siam itself is a product of mostly successful wars by northerners against southerners. The northerners usually seem to prevail in any wars in the world because the cold drives them.

      In casual conversation, my [Indian] neighbour explained to me that wherever you go in India you will experience a different India – city by city, north, south, east or west.

      I am led to believe that it is the same with [the vast Empire of] China.

      There have been so many dynasties that I cannot even name them, even after listening to Professor Kenneth Hammond (see my other comment on this thread re Great Courses – “From Yao to Mao – 5000 Years of Chinese History”). We read about the great technological, social and cultural advances of the Tang and Song dynasties, for example. And we read about the ‘mandate of heaven’ – if you don’t govern fairly, expect to be overthrown.

      The question I have is – “What history would the ordinary Chinese person identify with, and what might they be saying about any one of the dynasties in the past, had they lived in that time?” (Ours is 200+ years old and can be summed up in a few words such as Chains, Rum, Rebellion and God Save the King/Queen.)

      So my real point is, given that the CPC (or CCP as some do call it) has the responsibility to govern over 1.3 Billion people (fairly, while keeping them out of poverty – else they lose their mandate), who am I to say they are better or worse than any prior historical dynasty, especially in an era immediately following the ‘century of humiliation’ instigated by the likes of the Jewish Sassoon dynasty – the “Rothschilds of the East” – who inflicted the opium wars on China.

      What different form of government would YOU [I mean the royal rhetorical YOU as in I/ME] choose for China and who do YOU think should be in charge instead – perhaps some form of “Liberal Democracy” with “Free and Fair Erections [sic]”? Well, they already leave us for dead in that category.

      I am sure China includes people of all walks of life, of all capabilities, all aspirations and all degrees on the economic ‘wealth spectrum’. And I am sure there are some arseholes – I have certainly met a few in Australia, some, if not most of them in politics.

      I can’t help wondering if the Chinese version of ‘social credit status’ is aimed at suppressing lies and corruption (which are the foundation of our part of the civilised world) – and I mean MONSTROUS SOUL-DEADENING LIES that you are not allowed to question or challenge – or whether in China they are more concerned about keeping the Lies out and the history in.

    The Chinese presence in the South China Sea cited by Blinken, is countering the uninvited presence of US warships. It can hardly be considered “aggression” rather than the logical, defensive response to the military presence of a foreign nation already in the middle of multiple wars of aggression around the globe including one directly on China’s own borders.

  16. China doubled in size in the 1950s. Tibet, Sinkiang and the other Mongolia. They claim that this was always their territory. No significant opposition apart from words. USSR may also have had a claim to Mongolia. Han especially have been transported there.

    This may have been allowed. I think the UN acquiesced, even though Taiwan was the official China at the time? There are always attempts to keep borders quiet to avoid escalation into war. It seems that there is acceptance of that armed annexation. Korea was a special circumstance and they retreated after a stalemate with the UN. N Korea is a puppet state that probably drains resources. Russia has always been concerned about the almost empty Siberia, to which China may have claims via Manchu?

    Those shallow sand bars, now with military installations. The claims to extended sea boundaries are not accepted by any neighbour, although the Phillipines may have wavered a little. The occupation is de facto and complete. A tsunami or three may sweep them from existence. PRC has said Nukes will be used if cities are damaged by tsunami, but the islands are simply pawns in a game. They might even become augmented by such a move. It seems most unlikely that any other nation wants them and would allow them to be reoccupied.

  17. China is not a peaceful nation. It is a creaking Empire that like the others, Indonesia, India may well be more stable if borders were established on more logical lines. What has happened in the Balkans shows this is very dangerous and costly when outsiders are involved militarily.

    The banking cabal that controls the West has as yet, no foothold in PRC. Misallocation of funds has occurred by the state, but too much infrastructure is the least damaging form of overspending. The need for social cohesion has also meant a crackdown on corruption may have genuine aspects and recent action against billionaires has clipped their power.

    Globalization is now being reversed across the world.

    Having all these issues, it seems likely that external threats need to be played up by the PRC and also by the USA, even though it is under no threat at all, as usual.

    I suspect Australia is playing along, tipping the wink to PRC, as we are also no threat at the moment. Submarines can enforce blockade meaning insufficient oil and food for PRC. As time goes by, the threat may become more real, especially if the vapourware long range submarines start being built. So we should have a decade or more.
