Child Protection Worker Using Fabricated Employee Pass

Is the Department for Child Protection sending their social workers into South Australian homes with fraudulent Employee Passes?

A mother during visitation with her child was supervised by a social worker with an expired employee pass stuck over another identity with an identical number.

Last week I happened to be staying with a protective mother, whilst providing her emotional support through her ordeal. I had assisted her in an intensive investigation earlier in the year. She has been separated from her child for over a year now, and the department are planning to keep her child (even though social workers admit mother and daughter have a special and loving bond).

My recent trip overlapped with her one-hour supervised access at her home, so I went elsewhere for the hour. Apparently the case social worker arrived late with her child, then after about 10 minutes a second social worker — a young man — arrived and took over the access (as it is called). The case social worker left, leaving the young man there. She then arrived back before the end of the hour, and the man left. Shortly thereafter the social worker left with the kid. She commented that the switch of workers had not happened before.

Under the Cushion

The next day, early evening, the mother began cleaning the lounge. She was arranging the cushion on the chair, when she discovered that the young male social worker had left his pass behind.

On inspecting the pass, the mother noticed the printing did not seem right — so removed the card from the plastic sleeve. We noticed that the card was unusually thick, with noticeable layers.

She peeled off the top ID easily, and lo and behold — below was another ID. Maybe they reuse the cards? But then she immediately noticed the many aberrations.

The top card (both back and front) had been printed on a thick white plastic.

The top and visible pass (belonging to Person #1) had expired on 22 November 2018, yet it had the up-to-date Childrens’ Act on the back. The concealed pass (belonging to another man whom she didn’t recognize — “Person #2”) had an expiry date of 08 September 2021, but the outdated Act on the back.

Both visible and concealed passes had the IDENTICAL pass/card number.

Why was Person #1 supervising access with an expired pass?

Seeking an Explanation

On the Friday (7/6/2018), the mother phoned the department and spoke to someone from general inquiries about the protocols for the Employment Passes, asking would a card ID be assigned to more than one social worker, and do they recycle cards? It would seem strange that a department with a $500 million-plus budget would recycle ID cards. She asked whether ID stickers are placed over existing cards. The woman said no, but she’d find out.

The woman rang back 15 minutes later and said she spoke to Security Team and the people that make the cards. They informed her that,

  • they do not reuse social workers cards,
  • they do not reuse card numbers on Employee Passes.
  • each social worker is assigned a number.
  • each card has an expiry date. If an employee goes to a different department, the ID pass is handed back to their manager. That pass is put on hold for 6 months, in case the employee returns, when it can then be activated.
  • if the person does not return, the card/pass is deactivated.

This appears to be a fraudulent employee pass.

The mother called and checked — yes, the young male social worker that supervised access does appear to work at department, but he did not answer his phone.

Phone Call

After the long (Queen’s Birthday) weekend, the mother called the department and spoke to Person #1, or the person whose name was on the ID.

Initially he seemed to have no recall of the access the week before, and seemed unaware that his pass was even lost. It took him about a minute to finally click, and say … “Okay I got you now… you’re working with [redacted] yeah?” ”Yes”, then “Yeah, yeah… okay, now I get you.”

After 2 minutes into the conversation he said, “Okay now I know who you are”. He had no answers when asked why he had an expired pass or was sharing an ID number.  After the questioning he asked if he could pick the pass up right away and would call back after he got a car.

He didn’t call back, but shortly thereafter the female supervisor of the case came around with Person #1. The supervisor was very keen to retrieve the pass — which the mother said had been left in the safe care of a friend. The mother says she was not sure whether #1 was the same person that was in her home before. Her porch light was not working, and it was dark — but he “seemed shorter.”

Flashback to Shannon McCoole

It was not that long ago that the DCP (when it had another name) suffered failings in the system. Shannon McCoole, a carer, was administrating a sophisticated global child pornography website, and was discovered by Paul Griffiths from Queensland’s Taskforce Argos and South Australia’s Sex Crimes Investigations Branch. McCoole was jailed for up to 35 years for sexually abusing seven children as young as 18 months old, and this prompted a royal commission into South Australia’s child protection system.

The Department of Education and Child Development “also suspended three of McCoole’s supervisors, pending investigation, after the commission named them as key figures in a ‘toxic workplace culture’ , that failed to act on clear red flags.” (ABC)

At the time (August 2016), SA’s Opposition Leader Steven Marshall (who is now premier) criticized Premier Jay Weatherill’s role in the protection of state children,

“He ran the system. He defended the system and now he must take ultimate responsibility and resign,” he said.

The subsequent Child Protection Systems Royal Commission’s Report (2016) stated,

238 (f) requires individuals to seek and maintain a personal clearance, valid for a period of up to five years, through a card or unique electronic identifier system, which has portability across roles and organisations in the state; and to notify the screening authority of relevant changes in their offence, conduct or child protection circumstances; (g) requires employers to ensure that all relevant personnel in their organisations, at all times, hold current clearances;

Questions

  • Who was the manager that received Person #2’s pass when he moved departments?
  • Who fabricated this double Employee Pass, and why?
  • Are there more fraudulent passes like this out there?
  • Why was Person #1 working access on an expired pass, and with an identical card number to Person #2?
  • And why did the case social worker let this happen under her supervision?
  • Who was the person in her home, and was he cleared for working with children?

In this instance the failings in the system affecting this mother are much greater than a double-printed and expired fraudulent Employee Pass. That’s only the tip of the iceberg.

Her case has departmental failings in abundance.

  1. What the blazes is going on in the Child Protection Agencies of Australia? From an outsider, it appears everywhere one turns there is crime going on.

    Not all these negative reports can be bogus.

    • Dictionary definition of “terrorism”, an object of dread, one who makes himself a nuisance.
      “Terrorism”, an organised system of intimidation.

      It seems that both State and Federal Governments and the Courts are involved in terrorism, in regard to the Child Protection business, by the above dictionary definition.

      Yet this same Federal Government is continually passing laws for government organisations to arrest and make innocent people’s lives chaotic for being no threat to society. While these same organisation appear to be continually involved in terrorism themselves.

      So where are the rsoles, paid by the taxpayer to care for minors?
      Where is the Government Minister elected by the people, responsible for this?
      Hey Minister, carpet before you the rsole running your department and get a full report on who the department head is going to sack or be investigate and possibly prosecuted.
      Where is 60 minutes to interview Dee and the Mum?
      Where is the Minister to answer from 60 minutes or our ABC.
      When are the photographs on the ids going to be publicised under law so the public know who they are?
      Did the supervisor check out who was wearing the ids?
      Who the hell is the supervisor?
      Where is some shadow minister asking question in the SA parliament?
      Seems that all the evidence should be reported to the police local area command, with copies of photos and a copy of this article/report and obtain a event number and a receipt for the photo copies.
      Great work Dee, a lot to be covered and explained by our authourities and stick to it until all is exposed.

    • Has this been brought to the attention of the Ombudsman and the Commissioner of Corruption. This looks like a serious breach. The social workers and those managers need to be investigated. Should they be even working with children?

  2. I am so disgusted by this situation! What will it take for the Department of ‘Child Protection’ to be properly investigated? How can this sort of fraudulent behavior be allowed? Is the DCP simply a front for Adelaide’s very lucrative child porn business? It would seem so. We need to kick up about this.

  3. These cards don’t even look authentic. I would have thought DCP would use prox-cards so they can freely travel around in the Departments in the locations they are entitled to. A missing prox-card would surely be a security concern. Plus also shouldn’t there be security features of these cards? Like holograms? If they don’t they really need to in order to provide some assurances that these people are who they say they are.

  5. Its hard to fathom what the the primary supervisor did for some 45 minutes. The ID is interesting in that I would not think the effort would be worthwhile for once only use. I imagine if the supervised parent that had previous visitations with the primary supervisor would not likely question a change that happened with all parties present.
    I wonder if the primary supervisor informed the parent that they would return before the visitation was complete or it was left unknown that the secondary supervisor may have to complete the return transport of the child, if the primary supervisor should not be able to return in that one hour timeframe.
    I would like to know if the primary supervisor’s vehicle was a CPS unit(i’d imagine yes it was because “duty of care” type reasoning). I ask because if I am right in my inference, a fully sanctioned government car was running around with a authorised protection officer with current “standing”, doing what? unaccountable through police registration and surveillance if challenged and given the ID, I can not believe this to be a one off incident regardless of transport.
    To do the safe thing Cherri’s observation should be on the table first and foremost.
    Rachel, we kick as hard as we can(I do and even feel headwinds here), but you know, few believe the rot is as bad as it is. We saw that the concerted political(we will protect the children and families as priority) and judicial(Royal Commission) in this area did not get as much traction as they get usually. But I think we are getting more kickers now given how hard the Mockingbird is working in this area with draconian censorship from the alternate data suppliers, struggling to control their absurd “story”.

I drove past the house of a well-known pedo in Adelaide and noticed that a visitor’s car in the driveway had the license plate “123 BUM”. That could be indicative. Still, the car-owner’s name might be Barry Ulrich Maddigan, and he’s entitled to use his initials, you’ll agree.

  9. Dee, look at this. Cathy Taylor, the head of SA’s Department of Child Protection, says any person can volunteer to take kids for their “access” “visitations.” [Jesus, who makes up those words?]

    So maybe Person #2 is a volunteer.

    By the way, is it true that Cathy’s salary is $600,000? I’m offering to do it for half that.

  11. If some law or other has been broken(and it certainly looks like it) I’d say that DCP’s interference with the respective family has been legally abrogated together with any corresponding court order (the authority of the Court does not exceed the parameters of the law)

    So I guess a letter to the corresponding Minister and State A. G.(the boss of Court processes) stating as much would be in order.

  14. My partner and her then partner were at a ‘National Sorry Day’ event. There was a book where you could sign and put your thumbprint to say ‘sorry’. Her then partner signed, but when it came to my partner’s turn, she refused. This commotion was noticed by a group of aboriginal elders, who then moptioned for her to come over.
    Asked why she did not sign, she stated that she was sorry about what happened to them, but that she did not sign as she was not personally responsible. The elders agreed with her, telling her that had they not been taken away, they would be dead (by the aboriginal community).

      Nobody caused a commotion about their biometric data being taken(fingerprints). What an odd request, why, because of handprints. Did they use ochre or Indian Ink, fair enough if the former.
      Not as odd as being killed by their community(family), did they say why?, extrapolated in the context of 40,000 years +++, seems unfathomable to me, like Doctors seeing cancer as being caused/killed by family.
      Pretty easy to say, like I didn’t send forces to other countries, it was bipartisan so don’t hold me personally responsible. J Howard would be in full agreement here, even though he gave a Parliamentary speech demanding action just post Sept 11 its was better than bipartisan, for it included a coalition of the willing. So in lock step with Canada for one, the speech’s from both countries leaders were “word for word”.
      I’ve never heard stolen generation taking like this. I guess the community had wiped themselves out with internal conflict, making necessary for mob with lost knowledge to be tasked with this ultimate responsibility.

        John Howard was a prime minister, not my partner. most of us did not know about any of these things, especially as TV (or radio) was our only real news source before the internet. I would say the only reason we probably know about the stolen generation is because our politicians found it could be used to demonize us as racists or something to further the agenda of their masters.

  15. With ten years experience working with social workers in child protection, one thing I learned is that social workers tend to be stupid, ignorant, amoral, incompetent, irresponsible, myopic, neurotic, and overwhelmingly self-seeking.

    Apply these adjectives to the ID card situation and see what you get. Frankly, I doubt any social worker has the capacity to run a child abuse ring but I have not a shred of doubt that most would look the other way while a smart and ruthless person applied blackmail and reward to keep them obeisant. My money would go on somebody in werlfare or court administration.

    As to Charlie Roach, he has tearfully dined out on the stolen generation saga for thirty years, milking it for for everything he can get. Fact: in the NT, most of those kids were taken because the parents neglected them… horrifically. Some nearly died. The NT intervention system could not be manipulated because too many people were involved. The problems started when Christians were awarded care of the children. As Margaret Humphries discovered, 1 in 5 kids in Christian homes, foster homes, and orphanages, were sexually abused. It does not appear to matter which denomination got their claws into them. I can’t speak for the other states but I have a pretty good nose for bullshit; and I have heard a lot across Australia on this topic.

    In the 1990s, Roach’s manager booked on to my safari and tried to get me to promote his songs. He left with an earful. The victimsm industry is bloody lucrative. Really, guys, a little less gullibility please.

    As to the SA situation, I have no doubt whatsoever that the paedophile rings are more extensive than even Mary suspects, and I know the reason why: When the public service became corporatised, which is to say, politicised, accountibility went out the window. The public service across Austtralia is now 90% corrupt and is a conduit for illicit profiiteering, cronyism, nepotism, and crime. I see this every day in the tiny town of Nhulunbuy, and everyone in Darwin knows how bad it is there. That is how Darwin harbour was given to the Chinese and fraccing got the go-ahead despite 90% electoral opposition.

    Unless we remove the corrupt elements from government this is all a gigantic waste of time.

    Is anyone fighting the corrupt element? Sure. Some of the unions are kicking up against corruption and both the ALP and LNP are targetting them. The union secretary who fights hardest was yeaterday accused of abusing feminist media icon, Rosie Batty; followed up by Anthony Albanese kicking him out of the ALP.

    How many of you sided with the union?

    Now you can see why nothing is happening. Anybody who makes a stand is shot down and the media buries them. Murdoch is the coroner and the ABC are the undertakers.
