There are books to read, there are books to gaze at on the shelf, and there are — but only rarely — books to maul. For the last week or so I have been mauling Philip Allott’s book Eutopia. As shown in the photos above, I’ve had to apply scissors, crayons, scotch tape, whatever.
It’s lucky I know this guy; he’s a super-special human being, or I might not have persisted with the maul job. Actually, I’ve owned the book since it came out in 2016 and tried to get into it a few times, but it’s just not a page turner. Wait a minute! Yes, it is a page turner, once you find out what Philip Allott is really up to.
This article is the first of a new Gumshoe series on Eutopia. Today’s Part One is about the book qua book. It is a work of philosophy, but also of law. The subtitle is “New Philosophy and New Law for a Troubled World.”
The protestors yesterday outside Parliament House Canberra looked happy and confident. Maybe they’ve had a surreptitious read of Allott’s Eutopia. He is a happy camper as the result of looking deeply into the history of philosophy and law. The last 6 words in the book are (in caps):
MAKERS OF THE NEW WORLD, UNITE!
I’ll quote the three sentences that preceded that:
“We still have the powers of the human mind necessary to imagine a better human future. The human will is still capable of making a better future happen.
For how much longer?”
Tum-de-dum-dum. Time is running out. And that was written 6 years ago.
A Quick Interview
Let me take a few questions from readers — I mean potential customers who want to know why they should get ahold of this book, pronto.
Reader: Why did you say the book needs to be mauled?
Mary: Funny you should ask. It’s because the style is so unusual. The paragraphs are numbered. So in Chapter 9, the second paragraph is “9.2”; in Chapter 11, the 67th paragraph is — you guessed it — “11.67.” Allott used the same style in a previous book, Eunomia (1991), and I disliked it but now I see it’s his filing system. He has a big mind, a really big mind, and needs to keep the book’s material organized.
Reader: I wonder if I might ask you, What is paragraph 9.2 all about?
Mary: Of course, you can ask anything. The ninth chapter is entitled “New Philosophy: Human Flourishing through Self-understanding.” It opens with the statement (which, naturally, is 9.1): “The human species will need a revolution — a revolution in the mind to become what it could be.” Blah blah, then he continues, in 9.2, with:
“In the 21st century we face the possibility that the human future will be worse than the human present. There may even be no future for the human species if it destroys itself as a species or becomes a species that is no longer human.”
Reader: Does Allott talk about transhumanism?
Mary: No. My book Keep the Republic talks about transhumanism. Allott says almost nothing nitty gritty. And there are hardly any names in the book. No Thatcher, no Fauci, occasionally Plato or Schopenhauer. Professor Allott is at the meta level, all the time. I think that’s why this book is so wonderful. He invites us up to a meta level from which we can peer down and see the human race.
Reader: You mean he’s uppity.
Mary: He’s definitely up there. Read the book, you’ll see. He’s in a rarefied group of Trinity College dons. I think he has lived for decades in the tower of that college. All very British, and literate to the max. But he wants every human to have a go. Not like in the expression “a fair go for battlers,” but more like “Every baby that comes into the world has great potential, and also great responsibility.”
Reader: You mentioned 11.67.
Mary: Did I?
Reader: You said it’s the 67th paragraph of Chapter 11.
Mary: Fine, let’s look for it. Ah, a very long paragraph; it occupies three pages. Here is one bit of it:
“The insatiable appetite of the rich for more and more money, and the irresistible desire of consumers to buy more and more things, far beyond their needs in both cases, suggests that capitalism speaks to an addictive area of the human mind. Greed is an addiction that has roots in the unconscious area of the mind … in the brain and nervous system of a constant fear of hunger and a constant need to seek a source of food….”
Reader: What is the general gist of those three pages?
Mary: He calls it “Eleven diseases of democracy-capitalism.” The disease that prompted the discussion of greed was actually about “the manipulation of desire.” “Capitalism must endlessly manipulate human desire to crave what it offers.”
Reader: Name one more of the eleven diseases.
Mary: Why don’t you just buy the book? OK. Here’s one Allott calls “the hegemony of science and engineering”:
“With their predictability and their concrete effects, science and engineering create wonderful possibilities of human self-improvement and unfortunate possibilities of human self-harming…. They are closely involved with governments which control and use them and may finance them from taxation…. In their general social impact, science and engineering are… autonomic systems.
Reader: Wazzat?
Mary: Not sure, but I take it to mean science has autonomy, like when Scotland got its own Parliament separate from England’s. As we’ve all seen with Covid, the Giant Pharma is autonomous and hegemonic.
Reader: What does hegemonic mean?
Mary: Sort of like being the Alpha. For a while, the US had military hegemony in the world. When I was in grad school, I read about hegemony but did not dare say it in class as I wasn’t sure how to pronounce it.
Reader. You can ask Google. There, I just asked. “British say it with a hard G; Seppos with a soft G — Hejemon.”
Mary: Ah, then I could have gotten away with either, in Australia. In fact when I was studying IR at Adelaide, I was very blessed; the university library received about an equal number of IR books from US and UK. So I had access to more IR ideas than a student in US who got only the US stuff.
Reader: IR?
Mary: International Relations. That was how I met Hedley Bull, a Sydneysider who was head of IR at Oxford. He inspired me to do a PhD.
Reader: You mean you went to Oxford?
Mary: No, Hedley came to Adelaide in 1984.
Reader: This book that you’re pushing, has it got favorable reviews at Amazon?
Mary: No. It’s ridiculous — there’s only one, so far. It’s from the UK in 2020, by Forstater Raynard. I quote:
“Best book on philosophy and its practical implications I’ve read. I think I’ll be keeping this book close for a long time. So clear and informative, a lifetime’s work.”
Reader: It doesn’t sound like he mauled it.
Mary: I mauled my copy because I want to teach from it. After reading Eutopia straight through, I went back and changed Allott’s categories to ones that suit my teaching needs.
I sorted the mauled paragraphs under these headings: Hope, Brain, Values, Society, Internationalist, Authority, MIKE, Evil, and Get Busy.
Reader: Can’t wait to hear who Mike is.
Mary: It’s my acronym for Memory, Imagination, Knowledge, and Emotion. Those are the human powers that Allott is counting on for us to get out of our mess. His understanding of how the brain works accords pretty well with neuroscience, but that’s not where he learned it. He is truly an observer of the human history and prehistory.
Reader: Is he into the origins of language?
Mary: Funny you would mention it. His late brother Robin, to whom Eutopia is dedicated (“For Robin Allott, 1926-2015, benedicto corque animumque) authored “The Child and the World: How the Child Acquires Language, How Language Mirrors the World.”
Reader: The grapes do not fall far from the vine type thing.
Mary. Right. Philip expands on “the family” quite warmly in this book.
Reader: Is the title Eutopia a pun on Thomas More’s Utopia?
Mary: Yes, I think Allott wants to out-More More. The 500th anniversary of Utopia was 2016, so it can hardly be coinky-dinky that Eutopia came out in that year.
Reader: You said one of your teaching categories is Hope. Can you give me some hope? I am feeling rather glum today.
Mary: How about Paragraph 12.14:
“Remaking the human condition must start with a remaking of the collective human mind, growing out of its wild adolescence into some sort of stable self-knowledge and self-control, not losing its youthful vigor and enthusiasm, but learning to channel it in better ways.”
Reader: That doesn’t really do it for me.
Mary: OK. Try this. It’s at 5.17:
“We also now have plenty of evidence to suggest that the pursuit of total control of the minds of human beings ends in failure. People are remarkably resistant in the depth and integrity and energy of their minds, their self-defense against such an invading social force, seeking to make them think what they do not want to think, and feel what they do not want to feel.”
Reader: That’s better. Find me something that will be an elixir.
Mary: I found the book as a whole to be an elixir. Why don’t you buy a copy, and give it the scissors, crayons, and scotch tape routine? Perhaps use the yellow crayon on the elixir bits.
Reader: I can’t afford the crayons, never mind the book.
Mary: Well, then, just wait patiently for more articles in this Eutopia series.

Mary, about a squillion years ago (actually it was 1998 when the book was published) I read the excellent book GLOBALISATION – DEMISE OF THE AUSTRALIAN NATION by that superman from Jimboomba, Qld, Graham Strachan.
It described perfectly why, how and when what was to come, did. It told the whole story of deception, thievery, trickery at the highest levels, mind conditioning, Trade scams, Globalisation etc; etc.
I often consider that that was over 30 years ago. I still have the book, they’s highlight pen all over it with many pages worn and some torn. He doesn’t even answer his phone any more, and at the risk of being called a pessimist I don’t know it made the slightest bit of difference. How you get through to people I’m blowed if I know!
Thanks, Peter. Because it’s complicated, I will save for a later article the way Allott sees the human race as all-connected. I don’t think he wants national sovereignty to disappear.
For a long time, Philip was the UK’s represenative at the Law of the Seas Conference. That law would have protected the oceans, which seriously need protecting, but the US, and a few other “member states” were too selfish to join it. Quel pity.
In the sense in which you mentioned “globalisation,” I am pretty sure Allott is as much opposed to it as you and I are.
Years ago at Adelaide Writers Week, an Aboriginal speaker said that as he walked down from Victoria Square to North Terrace (the site of Writers Week), he didn’t see the buildings (such as banks on King William St). He only saw the grass that is under them. I must confesss I did not believe him at the time. I later realized he really could see the grass.
It’s something like that in the Eutopia book. Philip Allott can see the human race, rather than see “the banks.”
LAW OF THE SEA –
Australian law passed by Parliament is not Common Law, it is Statute Law. Statute Law is Admiralty Law or “The Law of the Sea”.

I don’t really want to piss on someone’s parade, but Strachan’s book, excellent warning of what was to come, as it was at the time, did not mention that Graham expected to then take leadership of Australia and capture the support of the Vatican. Graham is a devout Catholic of the fundamentalist kind and would hear no bad word said about Jesuit involvement.
He utterly condemned my own book, ‘Delusions of Democracy’, as the ravings of an athiest. He in no way supported democracy, just a theocracy, led by the Pope and him. We spent an hour on the phone while he condemned my heresies and plagierism.
Graham, if you are still out there, tell me if I have got any of this wrong.

What is the Legal Function and Duty of a Parliamentarian?
While there are many British and Australian judicial interpretations on precisely what is the true legal function and duty of a Member of Parliament it will be sufficient, here, to give two such. Heavy print in these two quotations has been added by this writer to stress the points involved.
The first is from a British case (for those of legal mind see A.C. 1910, at p. 110) where Lord Shaw of Dumfermline stated, amongst other things:
“Parliament is summoned by the Sovereign to advise His Majesty freely. By the nature of the case it is implied that coercion, restraint, or money payment which is the price of voting at the bidding of others, destroys or imperils that function of freedom of advice which is fundamental in the very constitution of Parliament.
The second is from a High Court case (‘Horne v Barber’ (1920) 27 C.L.R. p. 500):
‘When a man becomes a Member of Parliament, he undertakes high public duties. These duties are inseparable from the position: he cannot retain the honour and divest himself of the duties. One of the duties is that of watching on behalf of the general community the conduct of the Executive, of criticising, and, if necessary, of calling it to account in the constitutional way by censure from his place in Parliament. Censure which, if sufficiently supported, means removal from office. That Is the whole essence of responsible government, which is the keystone of our political system, and is the main constitutional safeguard the community possesses. The effective discharge of that duty is necessarily left to the Member’s conscience and the judgement of his electors, but the law will not sanction or support the creation of any position of a Member of Parliament where his own personal interest may lead him to act prejudicially to the public Interest by weakening (to say the least) his sense of obligation of due watchfulness, criticism, and censure of the administration.”

(a) THE SOLE LEGAL FUNCTION of a Member of Parliament IS TO FREELY ADVISE the Queen in the government of the Country, according to the clearly expressed will of the people, on any matter or thing, i.e, his sole legal function is to legislate.
(b) In legislating, his SOLE LEGAL DUTY is that, like a judge entering his court, he shall enter his House of the Parliament, each official Sitting day, and with judge-like dignity and decorum, he shall honestly, impartially, and searchingly examine all matters that properly may be placed before him and, with unbiased judgement, vote according to his conscience and his sense of legal responsibility

More than ninety years of party political control over our seven Australian Parliaments reveal that it Is only on very rare occasions that Parliamentary party leaders agree to allow their back-bench Members to have a free, or “conscience”, vote. On all other occasions party leaders and party controllers , DEMAND ABSOLUTE LOYALTY to the party, and INSIST on voting BEING ON PARTY LINES.
This raises the further crucial question of whether, under State Criminal Codes and the Commonwealth Crimes Act, Parliamentary party leaders, and controllers, are not severally and individually guilty of deliberately breaching those codes and statutes,

It also raises the basic question, touched on on page 4, of whether or not back-bench Members of Parliament themselves violated their legal duty to the People by freely allowing themselves to be coerced by their leaders and party into not correctly fulfilling their judicially defined legal function and duty and, of a consequence, thereby rendering their Parliamentary Seat vacant by an act of overt or covert conspiracy.”

Everything goes in cycles and politics is no exception, therefore political structures are cyclical too. Not much can therefore be written in stone because it will be overturned at least by the next generation.
Most of our politicians have been busily wrecking the country for two years now and the governor’s job is to sack them. Governors get paid around 400k-500k + lots of perks, pension, plush residence etc. How can they absorb this remuneration knowing the governments are wrecking the country by fraud ? I was ignorant about Chresby until today. I see he lived from 1908 to 1985 and was the Liberal member for Griffith. And was opposed to factions. (Do you remember when Paul Keating made it to head of NSW legislature by one vote of one faction?) I don’t know on what basis Arthur Chresby claims to say how an MP can know the will of the people. In the mauled book, as we shall see, Philip Allott makes mincemeat of three slogans: the geneal will, the invisible hand, and the social contract.
Even in regard to vacccination or masking, what is the will of the people? It is probably pro-vax and pro mask. You know that when SCOTUS was hearing the oral arguments in the vax case recently, all justices except Gorsuch were masked.
And what is the will of the people in a Labor district when the MP has to vote the party line? The minority has no say. That has always puzzled me. Why even have hundreds of MPs? Why not just have one Labor guy. Save on salaries!

Not only were Pfizer’s trials a fraud, but the FDA knowingly approved it, putting millions of people at high risk. Former Pfizer Chief Scientist Dr. Mike Yeadon confirmed that 90% of vaccine side effects came from less than 10% of the batch lots, which is documented and calculated directly from CDC’s VAERS, and means the batches do not contain the same ingredients. This shows solid evidence of foul play that was done intentionally, and is the biggest smoking gun to date.
Death by Covid jab is not being tracked through to medical examiners. The deaths aren’t even being questioned or documented as Covid-jab-related. One U.S medical examiner took the time to trace 3 deaths between the ages of mid-30s to mid-50s that died from the Covid jab, and the autopsies verify this.

In the organs of these people, in 90% he found autoimmune self attack by killer lymphocytes on the tissues. In one central U.S. state, all-cause deaths didn’t fluctuate between 2015-2019. In 2020, it increased by 15%, and AFTER over 62% of Americans received the jab in 2021, the total deaths jumped a whopping 12% over and beyond 2020s 15% increase.

The claim by Pfizer was that the inoculations were safe and showed 95% efficacy 7 days after the 2nd dose. But that 95% was actually Relative Risk Reduction. Absolute Risk Reduction was only 0.84%.
A Federal judge refused the FDA’s request to keep Pfizer documents from the public. Instead of the 75 years the FDA requested to produce all documents submitted by Pfizer to receive the Covid-19 jab approval, the judge ordered 55,000 pages be released each month, which should be completed within 9 months.
According to CDC’s VAERS reporting system, In under one year, more people have died from the Covid jab than all other vaccines put together, for all time, and they still haven’t shut it down.
