How Do You Solve a Problem Like Giordano?

James Giordano is a neuroscientist. I spoke of him in my June 25 article at Gumshoe News. He seems to hold various salaried positions in academia and medicine and is possibly also a member of the CIA (I say that because he is at Georgetown University, a haven for coverts, and because he is at the US Naval War College).

In the cartoon above, he (or his artist)  says “Scientists must help create standards for governance, not just listen and choose.”  To be honest, that is the first time I have ever heard the role or responsibility of the scientist stated that way. Yet Giordano has indeed averred that he has a part to play in making choices for society!

Bioethics

I fear Giordano is not carrying out the role that people would expect from at least one of his titles, the title of expert in bioethics.

As far as I know, the field of bio-ethics has to do with moral questions that arise from scientific interventions into the biosphere – whether regarding animal, plant or human life. The following problem (fictitious, silly, made up by me) could come to the attention of an ethics committee:

“My group wants to alter the DNA of a hummingbird in a certain location. As a result, that could: 1. make the bird more of a nuisance to humans dwelling nearby. 2. result in the extinction of one of its insect prey. So, should I hold back?”

Today, judging by the number of panels on which Giordano sits, or offers an opinion, there is quite a line-up of ethical problems.  He has been involved in medical applications such as the use of electric stimulation of the brain in Parkinson’s patients.  That is classic bioethics. But he is a pioneer, so to speak, in the ethics of brain-changing.

Nuremberg, Anyone?

I note that in Giordano’s papers (you can find them easily at Pubmed), he does not focus on the standard issue in medical ethics: informed consent. He mentions “Nuremberg code” briefly, as though to acknowledge that it is somehow in the air, but he surely is not willing to argue for or against it.

After all, if his plan is to yoke my brain to yours – and that’s his stated plan – he would not want either of us to say “Hold it, Buddy boy, you can’t do that without my informed consent under the Nuremberg code.”

An example of the way Giordano tosses numerous buzz words like “Nuremberg” into the mix can also be seen at the website of the HBP – the Human Brain Program, which is run at Uppsala University in Sweden. They, too, only skirt the central ethical issues:

On their website, crb.uu.se, we find this:

“… new neuroscientific techniques are enabling increasing capability to assess and affect the structure and functions of the brain. …  such methods and tools [are of] potential value … beyond clinical care.

“… ambiguity exists regarding exact conceptual definition … Of particular concern is neuroscientific research that could/can be employed in political, military, and warfare operations. Such research activities include approaches to assessing and/or modifying human thought, feelings and actions … and the development of drugs, microbes, toxins, and devices that could be used as weapons (i.e.- “neuroweapons”) to affect the nervous system and alter opponents’ cognitive state(s), behaviours, health, or in some cases, to incur lethal consequences [also known as “to kill”].

“… it is important to evaluate and address both currently used systems of ethics and extant regulatory approaches (e.g.  international treaties, laws, etc.) … in order to remain forward-looking, descriptive, conceptually informed, predictive, preparatory, analytic, and precautionary for contingencies and exigencies that can occur….” [Emphasis added]

Whatever happened to “It’s against the law”?

This is 38 USC 7331:

“The Secretary, upon the recommendation of the Under Secretary for Health and pursuant to the provisions of section 7334 of this title, shall prescribe regulations establishing procedures to ensure that all medical and prosthetic research carried out and, to the maximum extent practicable, all patient care furnished under this title shall be carried out only with the full and informed consent of the patient or subject or, in appropriate cases, a representative thereof.”

The Professor Gives Advice to All

According to his bio at Georgetown University’s website:

“Prof. Giordano currently serves as Chair of the Neuroethics Program of the IEEE Brain Project, and an appointed member of the Neuroethics, Legal and Social Issues (NELSI) Advisory Panel of the Defense Advanced Research Projects’ Agency (DARPA). He has previously served as Research Fellow and Task Leader of the EU Human Brain Project Sub-Project on Dual-Use Brain Science; an appointed member of United States Department of Health and Human Services Secretary’s Advisory Council on Human Research Protections (SACHRP)….”

With protections like that, who needs enemies? I wonder if Giordano could protect me in any way — or if he has ever protected anyone.  Maybe he would say that, with his soon-to-be capacity for brain control, he can control my enemy’s brain against shooting me. That has been a theme in US policy for my whole life – the lesser of two evils thing.

The Good Life

In the same style of slinging the terms around and never addressing the main questions, Giordano’s Canada talk which was entitled “Neuro Technology for Our Homes and Nations” mentions many issues but only mentions them.

The artist on the team made up a whiteboard of issues. But even the simple one shown here does not get any discussion at all in the Canada talk (which is the audio of a Youtube video):

In any case, the dichotomy shown in the above cartoon is false. The utopian aspiration should be “How can I get a pleasant life?” — not “Can we sustain a good?”

Let me address that question for a minute: How can I, Mary, get a pleasant life? Well, frankly I have had a pleasant life.  It depended on finding good friends, working hard, getting married, and going to concerts. Oh, and lots of food.

The food, and also the concerts, depended on some other people arranging to do business with me.  As I never saw them being horse-whipped to do it, I guess it’s possible that a market mechanism or some other factor encouraged many people to play their part in a social system.

Pleasure itself is a given. We all have the physiology to make the endorphins flow. Anyone can fall in love, enjoy swimming, or read an exciting book. No one has to fiddle with our brain to make us happy. I hope the experts can tweak the social system a bit by policy decisions “openly arrived at.” They often do that, for example, by offering sensible rewards and punishments.

On the right side of that cartoon where it says “dystopian anxiety,” I’d like to see the things, within neuroscience, that can contribute to happiness or that threaten it.

Predictive Policing

Now for something that should rank as dystopian.  For the last eight centuries, Englishmen (and all of us who inherited British common law) have had a valuable slogan: “innocent until proven guilty.” You don’t have to fear that police will grab you unless you have committed a crime or can be seen to be about to commit one.

Last March, 2019, when I flew into Australia, I was worried that I might be arrested at the airport. We had heard that Mick Fuller, Commissioner of Police of New South Wales, had said he had the power to detain for 14 days a person who was “fixated.”

This could mean the likes of me who are fixated on, say, false flags — including the Lindt Cafe siege of 2014 in Sydney — or the ongoing child-stealing thing in several states. I openly admit that I am a threat to persons in authority in so far as I would like to see many of them in jail.

I went to my Adelaide lawyer to instruct him to rescue me if I was arrested. He did not believe me when I told him about the fixated persons routine. He flipped his computer open to Austlii.edu.au and found no legislation such as a “Fixated Persons Act.”

Right, parliament did not make such a law, but Fuller said he could do it preemptively. We now call this predictive programming. Sure enough, it appears on the whiteboard at Giordano’s Youtube:

Again, Giordano does not lay out the problem in his talk. He glosses over it. I guess he thinks that the good old Magna Carta is obsolete. Note the wording in the cartoon above. What did he mean by the caption “public perception”? did he mean that the citizen only has a “perception” of the right and not the actual right?

In my opinion, it looks like Giordano intends to break the law. He intends to see to it (if he can) that certain persons that give off a scent (in the brain) of being a threat to authority – such as Mary Maxwell – need to be stopped.

You ask, as my Adelaide lawyer asked, “Has Congress passed a law to allow me to be arrested on Prediction?” I do realize there is a Foreign Intelligence Surveillance Act that allows possible algorithm-making from digital communication. But there can’t be a law in the US saying it’s OK to inspect Mary’s brain.

How do I know? I know that Congress can’t make a law that is repugnant to the Constitution. See the Fourth Amendment:

“The right of the people to be secure in their persons…shall not be violated ….”

By the way, to justify the new stuff, in general, Giordano states, in the 2014 Canada talk, that it’s coming from the drive of technology and “a pull from society.”

May I say to you, O Fellow Citizen, that if you are someone who is pulling to have the Giordano’s of this world read your brain, and change it, and yoke you up to others who are standing near you. please stand as far away from me as possible.

I have not yet completely thrown away this line:

One More Surprise: A War on Violence!

You know we have had a War on Drugs. Did not do any good.  Then we had a War on Terrorism – with plenty of anti-liberty legislation, such as the Patriot Act. What’s on the agenda next? Excuse me — are you sitting down?

The plan (according to Giordano) is to make war on violence.

As stated, the new neuroweapons push needs a justification. At his Canada neuroethics talk, Giordano stated – in just four words – what he thought would be enough to get the audience on board.  Those four words were:

“Columbine, Newtown, Oslo, Boston.”

And that was when I decided to write this article.

  1. It is getting very difficult to listen to vipers.
    Although technically educated, the vitriol spoken by this man, is deceptive abomination from the depths of depravity and delusion.
    With all the exponential expertise from the scientists of evolution, we still don’t know how hearts pump blood and life in all living beings.

  2. Most animals, including humans, have the capacity for violence built-right-in. So, he is basically declaring war on an attribute of humanity, if not on humanity itself.

  3. This is the very logical outcome of Elitism, which can be measured quite well by the number of people who now use the word in a positive context.

    Perhaps I should replace the word ‘number’ with ‘categories’.

    Between 2001 and 2010, I undertook full demographic surveys, door-to-door, every three years. One of the phenomena I measured was the rise in elitism. And by ‘elitism’ I mean the belief that certain people should decide for the rest of us. That is: determine our future. Control our lives. Control the planet.

    Scarily, I found that academics and scientists were almost unanimous in believing, not only in elitism, but that they were a part of this natural order. Other categories identified were: sports-people, executives, journalists, and the ethnic groups Chinese, Japanese, and Ashkenazim.

    By now, I am sure most Gumshoe wearers will be rejecting what I say with increasing gusto, so I urge you all to do your own surveys. It ain’t hard. Just paraphrase the last part of para 3 and ask your survey participants if they agree or disagree. If you really like scaring yourself, stick to the wealthy suburbs.

    This is how you replace Belief with Evidence.

    • Tony, before I read your post I was engaged in a bit of wishful thinking about whether it was possible ideologically isolate fellows like this so as to deny them required political support. I was thinking “surely those around him don’t all want exactly what his vision entails”.

      But if he’s as good at playing politics as he appears to be so-far in finding good niches for his career to thrive in, he’d also be smart enough to surround himself with elitist folk who think just as he does, and share the same dreams for the future. So my wishful thinking evaporated.

      And of course, presumably all of the really grim weaponry he’s thinking of which actually gets funded and built will be purely for “external enemies” right up until the time when it isn’t, and some kind of elitist expediency takes over.

      There’s also the remote possibility that his public speechifying might be (given his intelligence connections) some kind of psy-op to gauge the level of concern that information on such programs as he mentions might generate later.

      CIA has a long history of “poking” potential enemies with various stimuli purely for the purpose of gauging their response and collecting data about it for future reference.

    I commented in the previous post last night that the ‘ Second Wave ‘ of the Covid hoax is already here ( bioweapon attack by the immoral U.S on China and Russia in recent weeks ).

    Soon it will be our turn.

      Yes they are going to step up the crisis.
      So what shall we do to counteract that?
      Also, who are they and how do they escape arrest?

      I suspect the entire kit and caboodle is to help them escape.

      • Yes Mary , amnesty is the only workable solution – perhaps something along the lines of the Sth African Truth and Reconciliation Commission .

        Because, if the mischief makers know they’re going to be prosecuted for their crimes , even if they only aided and abetted said crime and weren’t the actual planners / sponsors , these crimes are so egregious that they know they’d get the maximum punishment ( assuming they weren’t lynched by angry hordes in the interim ) .

        So what the WHO etc is trying to create is GLOBAL DRUG DEPENDENCY, imaginary or real, the outcome is much the same.
        Nobody even knows if various paranoid extrapolations are part of the smokescreen (refer think tank in Simpsons video above).
        Money is the name of the game, and lies are piled upon lies to this end.

            If Trump can get his solid 40%+ supporters to the polls he will probably win in a landslide. Then we wait and see. The eye on the pyramid is probably the single most empowered symbol of the lot.

    • That pretty and smart girl has dished up a bit of mental delicious sweets. I’d never thought to define the concept of numbers like that. (In fact, I’d never even thought to try to define the concept of numbers at all).

      Anyhow, what she called “axioms” is what is mostly called “valid premises” in the science of philosophy. A valid premise is effectively a common-sense assumption that cannot be “positively proved” (and doesn’t need to be because the only alternative to the proposition is its contrary which is self-contradictory and thus absurd). A simple, basic example of which is the proposition “I exist” because one cannot say or think they don’t exist if one doesn’t exist. Another topical absurdity almost universally accepted is the notion that Nothing can, and does, turn itself into Everything with the simple addition of time.

      However, in the insanity of Relativism and Subjectivism, premises, or axioms, are not “relevant” to the ideological prejudice (invalid premise) that reality is whatever I think it is because that’s what I want it to be… reality is a creation of the imagination. 2+2=4 (and the proof thereof) is but a transient convenience in the relentless “becoming” of what we call reality just now. Another “reality” is just a “wormhole” to a “parallel Universe” (or “Big Brother’s” decree) away.

    Prof James Giordano turns our normal understanding of the word Ethics upside-down.

    • As far as I can see he’s making his case for employment in the military, I did listen to the video, and the way he keeps barking, I wonder how anyone could live with him.
      The other video with “Dr Evil” presented him in a harsher light, but we are now unfortunately talking in the context of war, where ethics are in short supply.
      But you can consider the conquistadors if you want a genuine historical example of human behaviour and this type of thing in action.
      The conquistadors thought the viruses were “God on their side”; wasn’t God the one who came up with “thou shalt not kill, steal etc”.
      I probably should listen to Dr Evil again but I’m going out just now.

  9. If we consider all of the horrendous threats to humanity we have discussed in recent years, is it not worrying that nobody has alluded to a strategy to overthrow these psychopaths and megalomaniacs?

    The best-thought-out was Occupy, and GoldmanSachs executives actually capitulated. Just like the Communists betrayed the 1969 Paris Revolution, our own anti-globalisation colleagues ridiculed Occupy just as it was on the threshold of success. As, increasingly, ordinary people realise that Trump was right to identify Free Trade as the leading edge of globalisation, others of our ‘friends’ rubbish tariffs and national sovereignty.

    I no longer trust our ‘friends’ even if they carry the same banner.

    So… what to do?

    Twenty years ago, I identified 12 strategies which, I calculated, might possibly create the first pebble to start an avalanche which might bury the bastards. The first eleven were abysmal failures and number 12 has a billion-to-one chances of success.

    I ain’t giving up but I am not hearing any other tangible fightback plans.

    • We just have a few months and we will see if Trump wins and if he does we have four years to wait and see what he comes up with. And if he doesn’t win, we have to go for old style “eat the rich” communism.

          And , after Biden had a clean sweep on Super Tuesday in the primaries and it was clear he would win the Democratic nomination , I would’ve backed you on that assertion.

          At the time I was thinking to myself that it was clear the cabal did not want Trump to lose.
          After all, why pick the absolute WORST amongst all the candidates. ie: an old white guy with no appeal to any minorities (& no appeal among most white voters for that matter).
          Biden was creepy sexual predator that had dementia to boot & so would be eviscerated & made to look even worse in the debates with Trump.

          BUT, you know what ? I have changed my mind.

          Yes , yes I’m well aware that Trump was behind in the polls against Hillary & then he staged a turnaround.

          But this is different.

          I recall that Trump was behind Hillary by 5-6 percentage points until just prior to the election.

          Then about a week to 10 days out Hillary jumped to a 10 pt lead & then just a few days out from the election she was 15 % ahead or even higher in some polls. ( All obviously bogus polling – done because voting is not compulsory in the U.S and, if you hear your favoured candidate is 15 % and is no chance to win , then why show up to vote ? ) .

          That was the strategy but it didn’t work.
          People believed , people were HOPING that Trump would fulfill his pledge to reinvestigate 9/11 & bring the troops home from these pointless wars etc.
          I was one of those hoping that maybe, just maybe he would pursue these matters .

          All a pipe dream as we now know for certain.

          Bottom Line : There is NO precedent for a challenger being so far ahead in the polling THIS FAR OUT from an election & , barring a major turnaround in 6 months , Trump will not only lose in November , he’s likely to get routed .

          So, instead of Randolph & Mortimer making the bet , we have the Zio-equivalents of Goldberg and Silverstein .

          And, it looks like Goldberg is going to get his $ 1 ( to add to the $ 1 his grandfather got for betting that he could arrange the murder of a U.S President in 1963 in broad daylight , in front of thousands of witnesses testifying that they heard shots from multiple direction & GET AWAY WITH IT – such is their power over the media , government etc ) .

            Oh, how time flies when you’re just sitting back and observing the reality of ‘democracy’ in the the U.S . ie: that the plebs have no say whatsoever on the outcome & that ALL candidates at the finish are pre-selected & pre-vetted for total cabal compliance .

            Nixon , Carter & Reagan were the only ones post-JFK that exhibited some degree of independence (especially Nixon).

            You can be sure that the cabal learnt their lesson well & there will be no repeat episodes .

  11. Some people tend to lose sight of the big picture, for example worrying that we will be micro-chipped like dogs overlooks the fact we are already on all sorts of databases now including GPS, facial recognition, credit (used to be called money) etc.
    Worrying about the virus and confusing numbers of “cases” with actual “deaths” while having no concept of the normal death rate which is about 1% of a population every year. In Australia, that’s nearly 1000 per day, in the US about 10,000 per day, in China, more than 6 times that because of the ageing demographic. That’s the normal, everyday death rate.
    What this is all about is money and control and all you have to consider is the vested interests behind the fake news they are putting on high rotation, who actually owns the media you are watching, who is telling you how to vote.
    Why are you being told to do or believe this and that, and who benefits.
    Figure out who is telling more truth and forget about relying wholly on the branding of things, branding these days exists to confuse and manipulate, actually all the brands are controlled by covert interests whether you are talking nations, football, products, anything.
