Chapter III. Achieving equity in, for and through pandemic prevention, preparedness, response and recovery of health systems

Article 6. Predictable global supply chain and logistics network

  1. The Parties shall support the Network’s development and operationalization, and participate in the Network, within the framework of WHO, including through sustaining it in inter-pandemic times as well as appropriate scale-up in the event of a pandemic. In that regard, the Parties shall:

Article 7. Access to technology: promoting sustainable and equitably distributed production and transfer of technology and know-how

Article 8. Regulatory strengthening

  1. The Parties shall strengthen the capacity and performance of national regulatory authorities and increase the harmonisation of regulatory requirements at the international and regional level, including, as applicable, through mutual recognition agreements.

Article 9. Increasing research and development capacities

  1. The Parties recognize the need to build and strengthen capacities and institutions for innovative research and development for pandemic-related products, particularly in developing countries, and the need for information sharing through open science approaches for rapid sharing of scientific findings and research results.

(c) ensure that promoters of research for pandemic-related products assume an appropriate level of the associated risk;

The PABS System shall include the following elements and shall be regulated as follows: Access to pathogens with pandemic potential (a) Each Party, through its relevant and authorised laboratories, shall, in a rapid, systematic and timely manner: (i) provide pathogens with pandemic potential from early infections due to pathogens with pandemic potential or subsequent variants to a laboratory recognized or designated as part of an established WHO coordinated laboratory network; and (ii) upload the genomic sequence of such pathogens with pandemic potential to one or more publicly accessible databases of its choice. For purposes hereof, “rapid” shall be understood to mean within XX hours from the time of identification of a pathogen with pandemic potential;

(g) Facilitated access shall be provided pursuant to a Standard Material Transfer Agreement, the form of which shall be set out in the PABS System and that shall contain the benefit-sharing options available to entities accessing pathogens with pandemic potential; and (h) Such options shall include, but not be limited to: (i) real-time access by WHO to 20% of the production of safe, efficacious and effective pandemic-related products, including diagnostics, vaccines, personal protective equipment and therapeutics, to enable equitable distribution, in particular to developing countries, according to public health risk and need and national plans that identify priority populations. The pandemic-related products shall be provided to WHO on the following basis: 10% as a donation and 10% at affordable prices to WHO; (ii) commitments by the countries where manufacturing facilities are located that they will facilitate the shipment to WHO of these pandemic-related products by the manufacturers within their jurisdiction, according to schedules to be agreed between WHO and manufacturers

There is plenty more of this doublespeak in the document, all you have to remember is that “observing human rights”, “strengthening public health” and any other benevolent-sounding terms simply refers to injecting every single person and dosing them up from their product range, which your government will purchase on credit.

  11. I can confirm Thai Airways stopped flying direct to here about November last year, I was trying to get a ticket and the service just fizzled out.
    Talking to the travel agent and he did not want to sell me a ticket as early as August, seemed to think there were too many changes in Thai policy and knock-on effects, told me to go to Flight Centre and see what they said.
    The Thai princess went into a coma shortly after, Dec 14, not sure what condition she is in right now.

    A human trial has been launched into the University of Queensland’s (UQ) second generation COVID vaccine, more than two years after the original technology was abandoned amid patients falsely testing positive to HIV.
    Key points:

    UQ researchers are working to create technology that can be used for multiple viruses
    The original project was abandoned in 2020 and is now in its second generation
    Researchers are seeking volunteers to participate in human trials

    UQ scientists have re-engineered the molecular clamp technology and need 70 healthy volunteers aged 18 to 50 to test its effectiveness as a COVID vaccine compared to the approved Novavax shot.

    Although the trial will assess the technology – dubbed Clamp2 — as a COVID vaccine, the researchers say if it’s successful, it’s more likely to be used to protect people during future pandemics and in jabs for existing viruses, such as respiratory syncytial virus (RSV).

    Project leader Keith Chappell said the scientists were working on using the technology to create vaccines for “a range of viruses”.

    “Our primary purpose is not to bring another COVID vaccine to market,” Associate Professor Chappell said.

    “The vaccines that are out there are working extremely well and keeping a lot of people out of hospitals.

    “This isn’t going to be the last time the world faces a pandemic and next time around, we want to … make sure there are doses available as quickly as possible and they’re safe, and they can protect Australians and people around the world.

    Professor Chappell said he was “extremely confident” in the potential of Clamp2.

    “I hope to one day save some lives and produce a vaccine that can make a difference,” he said.

    What’s changed since last time?

    The original clamp technology contained two fragments of a protein found in HIV, which acted like a chemical bulldog clip, holding together an engineered version of the spike protein found on the surface of SARS-CoV-2, the virus that causes COVID-19.

    That worked by allowing the immune system to recognise – and attack – the spike protein, producing protective antibodies.

    On its own, the SARS-CoV-2 spike protein is unstable. It needs to be locked into shape to ensure the vaccine produces a robust immune response.

    But the molecular clamp used in the original UQ vaccine also resulted in people falsely testing positive to HIV, causing it to be dramatically abandoned.

    Professor Chappell said the fragments of protein in HIV had been replaced by a “small amino acid sequence with similar properties” in Clamp2.

    He could not reveal more details because of intellectual property protections.

    “We had to go right back to square one to define something that had the right properties to be a molecular clamp,” Professor Chappell said.

    “We also had to completely redefine how we manufactured this vaccine because we were using a specific purification methodology that would purify the original molecular clamp.

    “Not only did we need to change the molecular clamp, we needed to change the purification methodology. We now have that working extremely well.”

    The molecular virologist said vaccines using the UQ technology would have benefits over existing technology, once licensed by medicine regulators.

    “They’ll be cheaper, they can get to regions of the world that are resource-limited and also have the stability to be able to be shipped around the world without having to be frozen at extremely low temperatures,” Professor Chappell said.

    “The biggest benefit in terms of pandemic preparedness is that it can be rapidly scaled up into millions and millions of doses.”
    Researchers seeking trial participants

    Professor Chappell said volunteers wanted for Clamp2’s first human trial need to have received a COVID vaccine, but not in the past three months.

    They also cannot have contracted SARS-CoV-2 in the past three months.

    “There are no overnight stays required and participants will be reimbursed for their time,” he said.

    The Coalition for Epidemic Preparedness Innovation (CEPI) is providing up to $8.5 million to support further development of the UQ technology for use in the global response to future disease outbreaks.

    Nucleus Network will conduct the trial in Brisbane. Half the participants will be given one dose of the UQ vaccine and the rest will receive Novavax’s COVID shot.

    “Leading doctors have concluded that the death of legendary Australian cricketer Shane Warne was likely precipitated by the Covid mRNA vaccine that he had taken approximately nine months prior to his sudden cardiac death. His post mortem findings revealed coronary atherosclerosis.

    Cardiologists Dr. Aseem Malhotra and Dr. Chris Neil, who is President of the Australian Medical Professionals Society, have concluded that the Covid vaccine can cause a rapid acceleration of coronary disease especially in those that may already have undetected mild disease. Dr. Malhotra has further concerns that the Covid mRNA vaccines may be masking angina by damaging heart nerves, resulting in patients not experiencing the chest pain that typically precedes a diagnosis of severe blockages in the heart arteries, leading to detection not occurring until it’s too late, with the first symptoms often presenting as a cardiac arrest.
