Alexander Downer Helped Aussies Fund the Clintons. Why?

Australia’s High Commissioner to the United Kingdom, [description deleted] Alexander Downer, began the entire Russian Collusion Scam Mueller Witch Hunt in America at a drunken ‘party’ in The Kensington Wine Rooms, London, in May 2016. He also initiated the handover of AUD250 million (currently revealed) Australian Government (Taxpayer) Funds to the HRC Campaign and Clinton Foundation.

Ten years earlier, 22 February 2006, the then Australian Foreign Minister Alexander Downer and [description deleted] Bill Clinton  signed a smaller amount – a mere AUD25 million – in a Memorandum Of Understanding, triggering the first round of Australian ‘donations’ to the Clinton Foundation. Downer had never subjected it to due diligence.

The CF recipient entity was the Clinton Foundation HIV/Aids Initiative Inc; ‘CHAI’. Australian due diligence ‘failed to detect’ (government codespeak for nothing was done) that the CF entity did not hold American authority to operate in the research or treatment of HIV/Aids, as it claimed.

Further, that entity was wound up by the Massachusetts corporate regulator — effective 31 December 2007. A wide paper trail leading to that end had been publicly in place, at the time Downer authorized and pressed for the initial AUD25 million fraud.

On 22 November 2016 Murdoch’s News Limited was leaked a false and misleading news story about DFAT which ran under the headline: Australia ceases multimillion dollar controversial donations to Clinton Family charities. But payments to the Clinton Foundation continued, along with new contracts with the Clinton Giustra Enterprise Partnership.

Knowing the laundering and fraud operations of the CF and its myriad of connected entities, it would be reasonable for either the Australian or American Governments, or both, to legitimately investigate Downer and the various money trails surrounding him.

But are the wolves really going to investigate who ate the chickens?

The FBI Interview of Downer in London was more to do with what had escaped, rather than the pursuit of any ‘matter’ — in DOJ Speak.

It could be discovered that Downer is far more an international money rogue than is being hinted here.  Such a discovering would lead to a litany of names in: the Australian Liberal Party, the American Democratic Party, the British Conservative Party, and their variously flavoured cohorts in government and business, who are directly connected.

As it’s understood how institutionalized pedophilia is still well hidden — then it can be understood that international government-level financial frauds are even more difficult to expose. That’s in spite of some current (but limited) insights into Deep States, False Flags, orchestrations as the GFC, and the EU-NWO projections.

There have been some 100 ‘Wars’ involving the US since the end of WWII. Why? Was the US defending itself from the planet? Was it saving the planet by its morality, democratizing and humanitarianism?

Deep State and the closing of ranks for self-protection is not unique to America. And once the culture is learnt, it is extremely difficult to eradicate.

Funding the Clinton Machine

It was Downer, of the Liberal Party, who began funding The Clinton Machine, but this was continued by Labor Party Prime Ministers Kevin Rudd and Julia Gillard. Legitimate Inquiries in Australia or America concerning Downer and The Mueller Scam — apart from the ‘Money’ aspect — could easily lead to questions as to: massive International Government Financial Frauds, Arms, Drugs, and other fascinating related issues, involving some of the really big names that the world has come to recognize.

By December, 2008, the Clinton Foundation reported that Australia was its largest Western Government donor. Only some AUD88 million was known at that time — itself a matter of great shame.

The Clinton Health Access Initiative

In 2010, Clinton incorporated a new ‘CHAI’ entity, the Clinton Health Access Initiative. The Australian Government on its websites and in reports, retrospectively changed the name of the entity it was contracting with from the deregistered HIV/Aids Initiative Inc to the new ‘CHAI’ Inc. A fraudulently confused continuum for public consumption.

On 22 September 2014 in New York, The Australian Foreign Minister (Liberal Party) Julie Bishop and Bill Clinton signed a new MOU with the Clinton Health Access Initiative (CHAI) ‘committing Australia and The Clinton Health Access Initiative (CHAI) to work together to transform access to health in developing countries over the next five years’.

The Bishop-Clinton MOU superseded the 2006 Downer-Clinton MOU. Are you following? It used the rebadged Clinton HIV/Aids Initiative — the ‘CHAI’ continuum being sufficient to fool the herds.

Bishop’s media release advised that Australia had committed AUD5 billion to some medical research, and ‘Since 2006, Australia has contributed $88 million to CHAI and its sister organisation, the Clinton Foundation’.

As at June 2015, Bishop’s Department of Foreign Affairs and Trade was also funnelling Australian Government Funds through other exposed ‘CHAI’ programs:
Vietnam (A $4.65 million from 2012- 2015), PNG (A $27 million from 2011-15), and Indonesia (A $33.95 million from 2007- 2016).

As Iranian Nuclear Deal exposed, donor governments pay to a recipient nation. The funds are filtered in the recipient nation, and further distributed to the payee list in the donor nation. Now, what would it take for a real inquiry to be initiated, and real fraudsters exposed? It’s international Deep State. The West is the new normal of The Third World.

From legitimate Intel files the names of the perpetrators and fraudsters are astonishing. Goes to the very top in almost all Western Nation States. A conspiracy? Absolutely.

By mid 2016, Australian donations to the Clinton Foundation (and related entities) from DFAT alone had exceeded AUD100 million.

A further AUD24 million was donated ostensibly for to the Climate Change Fraud, related to CF programs: AUD10 million directly by former Australian Prime Minister Kevin Rudd, and over AUD14 million by former Australian Prime Minister, Julia Gillard — both Laborites. (Gillard was handed a nice non-job with The Brookings Institute on retirement for work well done.)

The frauds required a tag that was acceptable to the tutored public: AIDS Research, Climate Change, Hurricane Relief, Poverty in The Third World, vaccinations, disease prevention, Women’s Rights, etc. From there, national leaders and public figures could scout and further defraud their own governments — citing the great credentials and humanitarian adventures of their believable peers.

Plausible Denial (Government to Government for example) was, at all times, built into the equation. And there could never be an inquiry as to what was actually happening. In the example of the Clinton Managed Haitian Hurricane Relief Fund, ex-President Clinton went onto American TV with Appeal Telethons raising money from public donations.

The amounts raised were irrelevant. Clinton was selling the legitimacy of the behind-the-scenes frauds. Some minimal percentage of funds was paid to the victims in Haiti. After the many filtrations, a negligible and meaningless 2-3% reached the ground.

In the previous Iran-Contra Affair (circa 1989) — despite what was actually happening — Congress was made to apportion relief funds to Nicaragua and Honduras. The alleged independent authority managing the funds was the US State Department puppet USAid. The same puppet that materialized in The Ukrainian Affair.

(Incidentally, I am yet to see any reference connecting the previous Chinagate to the current Russiagate — not only from MSM, but also from what purports to be Alternative Media.)

On 8 November, 2016 Donald Trump won the US presidential election, and the panic began.

On 20 October 2016 the Australian Senate’s Foreign Affairs Committee had heard evidence from Blair Exell. He is Bishop’s DFAT First Assistant Secretary, Development Policy Division.

“…from the Department of Foreign Affairs and Trade, since 2006 the total (donation) figure is $103,392,042 [AUD] to the Clinton Foundation and subsequently to an affiliate organisation called the Clinton Health Access Initiative, CHAI.”

On 17 March, 2017, The Australian Senate’s Foreign Affairs Committee heard the following:

Senator David Leyonhjelm:  “At the previous estimates in October last year I asked about the Australian Government funding to Clinton related charities.“

McDonald: “Yes.”

Leyonhjelm: “I was advised that payments were continuing to occur to the Clinton Health Access Initiative and that $11 million was paid to this initiative in 2015-16. Then there was an article on 28 November last year which ran under the headline, ‘Australia ceases multinational dollar donations to controversial Clinton family charities’. My question is: have any decisions regarding Australian Government funding to Clinton related charities been made since the previous estimates?“

McDonald: “I do not believe so. I will check that on notice. I think when we discussed this last time there was one program continuing under The Clinton Health Initiative, as you mentioned, and that is the only one that I am aware of.“

Leyonhjelm: “There is a Memorandum Of Understanding between the (Australian) Government and the Clinton Health Access Initiative from September 2014 which included collaboration to address malaria control in the greater Mekong region for the next five years, which would carry it through to 2019. Is that the collaboration that you are talking about?“

McDonald: “I am not sure that had any funding associated with it. I am fairly sure it did not, but I will ask Mr Exell to confirm that. As I said earlier, I am only aware of one that is still continuing with funding associated with it.“

Exell: “Just to concur with that. Yes, my understanding is that there was a BROAD Memorandum of Understanding signed. There was NO SPECIFIC DOLLARS ATTACHED to that. The only active activity funding with the Clinton Health Access Initiative is in Papua New Guinea, and we have already covered that.” [Emphases by this writer.]

Within hours of the FBI opening an inquiry (code: Crossfire Hurricane), two agents were sent to London to question Downer — Australia’s still High Commissioner to the UK.

Operation Crossfire

The Downer Report (Questioning) of Operation Crossfire Hurricane appeared at The Washington FBI on August 2, 2017. The timelines have been ‘adjusted’, as you could expect. The Mueller Scam began in May 2017 — to remove the focus of the reality of the Russian Clinton Collusion that would lead to the opening of the CF Can of Worms.

When leaked Democratic Party emails began appearing in public, Australian operatives passed on the Downer intelligence to their American counterparts, helping to trigger the FBI probe into Russian interference in the US election. It was switched from the Clintons to Trump.

Trump, in March 2016 described his then-campaign aide (Papadopoulos) as “an excellent guy”; in November Trump labelled him; “a low-level volunteer” and “a liar”.

The full and true depth of the Clintons and their cohorts in crime is still to be revealed. The Clintons, for one, are the Ceaușescu’s, or Bonnie and Clyde, at best. They were never the great humanitarians of the illusion. All those who lay down with them are as guilty as they are.
