Manmade Hurricane Harvey: The Military Can Steer a Hurricane

The subtitle of my 2011 book Prosecution for Treason is: “Epidemics, Weather Warfare, Mind Control, and the Surrender of Sovereignty.” My background in weather warfare is pretty thin, and my knowledge of meteorological technology is nil. Still, enough is known about Hurricane Katrina in 2005 to call it an Inside Job, and Hurricane Harvey has many similarities. I’ll now float the hypothesis that this week’s tragedy in Houston, Texas was an Inside Job, a malicious, deliberate undertaking.

Below, you will find the following material:

  1. Indications that weather modification is an established science
  2. Dane Wigington’s description of the sea-based apparatus (like HAARP) that is capable of steering a hurricane to a particular city
  3. A brief look at possible Inside Jobs using weather, for example: Katrina in 2005, the 2010 earthquake in Haiti, the Victorian bushfire of 2009, and the tsunami of 2011 in Japan.

Weather Modification Is Not Woo-Woo Stuff

First, for those who are thinking “There goes Maxwell again, running wild in the imagination department,” I offer a quote from the En-mod Treaty. It was signed by President Carter in 1979. En-mod means Environmental Modification. Article I of the treaty says:

“Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.

As used in Article I, the term “environmental modification techniques” refers to any technique for changing — through the deliberate manipulation of natural processes — the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.” [emphasis added]

(Wow, “manipulating the biota.” Send a search party for Monsanto’s CEO.)

And here is a patent record that shows that a private corporation is working on such things:

Note: you can find much readable material about HAARP — High Frequency Active Auroral Research Program — in Jerry E Smith’s 2009 book, Weather Warfare, and Nick Begich’s Angels Don’t Play This Haarp.

In Montgomery, Alabama we find the Maxwell Air Base (no relation, ahem, ahem). The Air University (abbreviated “au”) is a part thereof. At their website, csat.au.af.mil, is a paper, entitled “Weather as a Force Multiplier: Owning the Weather in 2025.”

In relation to starting wildfires, the authors of this paper say that putting microscopic computer particles in a cloud “could achieve precision and trigger lightning strikes” and “the potential for psy-ops could be fantastic.” By psy-ops they mean psychological operations that fool people, such as by creating scary images in the sky.

I was surprised to find “Owning the Weather” on the military website – until recently it was making its way around dissident websites. The Air Force does however preface it with the following Disclaimer:

The views expressed in this report are those of the authors and do not reflect the official policy or position of the United States Air Force, Department of Defense, or the United States government.

Dane Wigington’s Discussion of the 2012 Hurricane Sandy

I will assume here that the reader is aware that there is an ionospheric heater, known as HAARP, in Alaska. It is said to be run jointly by the Navy and Air Force but at some point it was run by Raytheon. I believe it is a descendant of Tesla technology. There is nothing secret about the fact that HAARP can send radiation into the ionosphere. In 1957, the so-called International Geophysical Year, this ionospheric heater performed acclaimed experiments of that nature.

Apparently there are three amazing inventions that can alter the weather by affecting electromagnetic frequencies. One is HAARP, another one can travel in Global Hawks planes (and possibly a satellite?), and now there is a sea-based one. I don’t think any people are aboard that ship, and it isn’t even a ship. It looks rather like an oil-drilling platform in the sea.

I must state my caveat again: you are dealing with an ignoramus here. I do not understand how the sea-going item does its work. I shall only relay what Dane Wigingon has written on his website geoengineeringwatch.org.

Can Wigington be trusted? I don’t even know that. Three things are in his favour: 1. He has not boldly claimed anything about Harvey – the discussion I shall present is what he wrote for an earlier hurricane, Sandy, in 2012.  2. He used to work for Bechtel – that’s about as eyebrow-raising as you can get, and 3. He has been debunked.

I mean he has been debunked by one of those pathetic websites like quackwatch.com – which deals with the cancer doctors whom I gleefully exonerate in my book Consider the Lilies. I’ll assume the debunkers don’t bother with actual quacks or second-rate scientists; they go for the brave individuals who are considered threats to the Powers That Be.

In 2012, Wigington was keeping an eye on developments before, during, and after Sandy made landfall. Wikipedia (CIA) notes that Sandy, which began on October 22, 2012, wrought $75 billion worth of damage and took 233 lives. Whew.

The idea Wigington put forth concerns the sea-based radar thingie, known as SBX. He compares this Sea-Based X-Band Radar-1 platform to a tugboat. It makes it possible for you to cause the hurricane to land where you want it to land.

“[It] can travel at a maximum speed of nine knots (10.357 mph) on its own propulsion power….  On Sunday Hurricane Sandy was moving northeast at 10 mph – in sync with the SBX. Sandy was being towed synchronously northeastwardly by the slow moving SBX. This morning Sandy made a sharp left turn and is now heading to shore. The SBX pushed Sandy northwest and has intensified its speed and strength.”

How To Kickstart a Tropical Storm into a Hurricane

Dane Wigington says:

On August 11, 2010 NASA announced that it was less than 2 weeks away from initiating Project GRIP (Genesis and Rapid Intensification Processes) – their quest for the holy grail of hurricane research. Project GRIP discovered the exact conditions required to kickstart a tropical depression into a hurricane.   Scientists already knew how hurricanes develop and how to steer them but NASA wanted to perfect the processes that intensifies depressions to form into very intense, spinning storms of mass destruction.”  NASA was creating a weather modification weapon of mass destruction.

He also quotes Ed Zipser a scientist who worked on GRIP for the US military: “Hurricane formation and intensification is really the ‘holy grail’ of this field.”

According to Wigington (whose specialty is solar energy), NASA tries to develop, intensify and steer a hurricane.

The available technology included a powerful microwave radiometer and a “radar” and a NASA-designed and built lidar (laser radar). The laser radar were mounted on a Global Hawks and were used to heat the top of a hurricane – to weaken a hurricane and steer them. The “radar” that NASA used was the Sea-Based X-Band Radar –  a floating, self-propelled, military controlled and operated mobile radar station.

Using Inside Jobs on the Weather

Now we turn to my third piece of circumstantial evidence for the likelihood that Harvey is a malicious undertaking by the US government. (I hate to say “by the US government” as my mind is trained to think of the legitimate government of this republic. Apparently it is the hidden government – our Corporate rulers? – that are doing this Beyond Frankenstein business.)

I shall simply list here some earlier adventures that suggest to me that weather-control is a rather standard way to control people. Don’t expect me to offer proofs. This short article is only about a theory of malice regarding the current tragedy in Houston. I am writing it in a hurry as I do not see much on the web about this. (There are stories about “man-made Harvey” in the Guardian, the NY Times, and yes even the – I’m gagging – Boston Globe. But they mean it was politically caused by bad flood insurance or whatever.)

1 – Katrina. On August 31, 2005, Hurricane Katrina hit the Gulf coast, damaging Mississippi, Alabama, and Louisiana, especially New Orleans. I feel sure this disaster was intended as a rehearsal both for “how to do it” and for how to bring martial law into this country. Please see my article on Katrina.

These factors raise suspicion:

One businessman had bought up plenty of property just before the event.

 Citizens who claimed they heard the levees exploding were shunned by Congress.

 The mercenaries who suddenly appeared on duty pushed people around outrageously.

The areas of New Orleans that were damaged were disproportionately African American and disproportionately low income.

Owners of those shacks were sent away (“rescued”) and not allowed back,

2 – Japan’s Tsunami. In my opinion this was the worst “natural” disaster of all time. It occurred on March 11, 2011 and is called Three Eleven.” I do not know who did it or why. But there is a strange parallel between movies made, and then the actual event occuring. This happened for Nine-Eleven and in this case the 2006 commercial movie The Sinking of Japan. It includes scenes – albeit made with special effects, not the real thing – that look to me almost identical with the real thing. I pass over the fact that the Japan tsunami also led to the Fukushima nuclear disaster.

In 1999, Eugene Bingham wrote in the New Zealand Herald online:

“New Zealand’s Devastating War Secret”

Top-secret wartime experiments were conducted off the coast of Auck- land to perfect a tidal wave bomb, declassified files reveal….

Professor Thomas Leech’s work was considered so significant that United States defence chiefs said that if the project had been completed before the end of the war it could have played a role as effective as that of the atom bomb…. [may I repeat that: played a role as effective as…] News of his being awarded a CBE in 1947 for research on a weapon led to speculation in newspapers around the world about what was being developed [but] no details of it were released because the work was on-going. A former colleague of Professor Leech, Neil Kirton, told the Weekend Herald that the experiments involved laying a pattern of explosives underwater to create a tsunami. Small-scale explosions were carried out in the Pacific and off Whangaparaoa, which at the time was controlled by the Army. [emphasis added]

3 – The Victorian Bushfire. Australia has forest fires, known as bushfires, every now and then. I have information that the South Australian bushfire of 1983 – known as “the Ash Wednesday bushfire” was malicious and so was the 2009 bushfire in the state of Victoria. Sorry, I cannot cough it up at the moment, but if I get subpona’d to court to reveal all I will hasten to do so.

Here is a very thin piece of evidence regarding Victoria. Much was made of the fact that police chief, Christine Nixon, went to the hairdresser’s during the fire. This was no doubt meant to get her involved in the blame, to take everybody’s eye off other possible candidates for blame. Indeed when the Royal Commission’s Report (oh please) came in, Rupert Murdoch put Police Commissioner Christie Nixon on the front page of the newspaper.

I rest my non-case.

4- Haiti. This one makes me so sad and ashamed I can hardly stand writing about it. There was a man-made earthquake in Haiti in 2010. If I heard correctly, US troops were sent there shortly before the hurricane developed. That’s bad enough, right? But when the disaster happened and these troops were available to give some emergency help, they were ordered to hang back.

Sermon Time

As you know, when men talk about fooling an enemy, that’s something to boast about — we want to deceive a baddy nation to the nth degree. But our own government performing psy-ops on us is something else! We need to give it a lot of thought. And our own leaders secretly creating forest fires is obviously a criminal activity. It’s arson, isn’t it?

Here is one more doozie. It’s from an instruction in military manuals, called Operation Garden Plot of 1984 (Declassified) Department of Defense Civil Disturbance Plan 55-2, Section 3. It said:

Civil disturbance may threaten or erupt at any time and grow to such proportions as to require the use of the Federal military forces to bring the situation under control… A flexible weather support system is required to support the many and varied options of this Plan. [emphasis added].

That was 33 years ago. The weather-creating ability can only have improved since then.

Excuse me, Citizen, what are you going to do about all this? You are not Caveman, are you?  You are not a peasant of the Middle Ages, are you? You are a modern, educated adult with all the resources need to counteract this horror show.

So do it. Please, do something. Whatever you can think of.

And step on it.

      As for “Who is making a claim?” I am. And as I said, it’s only a claim. I will be the happiest camper going if I can ascertain that all my zany conspiritorial ideas did not, or even cannot, happen.

      Maybe we will find that the doctors at the CDC acted in good faith about the ingredients of vaccinations. Who knows?

      Maybe the men who met at Jekyll Island were trying to help the nation. Anything is possible.

          However, these days I wonder if they were concerned with the effects of radiation in the atmosphere drifting across from SA nuclear tests?
          Antecdotal info from Mum referred to the predominence of people dying from cancer in NW Victoria over the later years.
          The next war, if with nukes is going to be fun downwind.

The cloud seeding operation during the Vietnam War ran from March 20, 1967 until July 5, 1972 in an attempt to extend the monsoon season, specifically over areas of the Ho Chi Minh Trail. The operation was used to induce rain and extend the East Asian Monsoon season in support of U.S. government efforts related to the War in Southeast Asia.

  4. Category 3 Hurricane Erin was headed straight for New York on Sept 11 2001, I know hurricans do swerve about a little, but just off the coast Erin did an almost complete U-Turn.. cant imagaine the devastation she wouldve added to what the city went through that day.

  5. I don’t know anything about the plausibility of weather control either and even if I did I can imagine it would be virtually impossible to prove who was calling the shots.

    As I see it the most significant issue is that, in the case of flood & fire, very few people have a pre-rehearsed escape plan and very few dwellings are equipped with reliable emergency mechanisms. I wonder how many Texas houses had flood-proof windows and drain plugs, how many were built on known flood plains etc. I guess it goes to the fact that self-defence simply doesn’t gel with the culture of the Age.

  6. Ok, all this is above my present knowledge but I will go back to my chemistry and physics lessons, so much as I recall after 47 years.
    Get a beaker of water, say a litre.
    Insert a Christal of condis Chrystal (spel? ) with forceps to the bottom.
    Slowly heat the water with a bunsen burner .
    Now. Class. Watch as the water heats up whatever is produced by the crystal and a line of purple(?) from the crystal rises to the top of the beaker and dissipates to the whole content of the beaker Etc.
    Now imagine the means to heat ions above the earth.
    So the physics are recversed.
    The heated air is above and the cold air travells up to fill a vacuum as the hot air disperses into the Atmosphere.
    So a ‘funnel’ of air is created.
    Move the heated ions wherever you want and the funnel of air from the surface follows.
    Maybe I am wrong but wiith the right technology I think U could create a cyclone and attract condensation in massive amounts
    How simple.
    Well the concept appeared so, 50 + years past.

        “The radar is derived from the radar used in the THAAD theater ballistic missile defense system, and is a part of the layered ballistic missile defense (BMDS) program of the United States Missile Defense Agency (MDA). One important difference from Aegis is the use of X band in the SBX. Aegis uses S band, and Patriot uses the higher-frequency C band. The X band frequency is higher still, so its shorter wavelength enables finer resolution of tracked objects.”

        By the way, any of the cancer researchers in my book “Consider the Lilies: A Review of 18 Cures for Cancer and Their Legal Status,” who got the forbidden idea of using the phenomenon of “frequency” in regard to disease processes, or life processes, went the way of all flesh.

        Unless they got the message in time and voluntarily chucked their method, as did George Crile, MD (1864-1943) — q.v.

  7. I appreciate Fredrick Toben’s stating a negative, below. Please, persons out there, come at me with major skepticism.

    But also keep in mind that Zbigniew Brzezinski was probably well informed when he wrote his 1970 book “Between Two Ages”: (He was President Jimmy Carter’s National Security Advisor.) I quote:

    “Technology would make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces will be apprised….

    [!!!] Techniques of weather modification could be employed to produce prolonged periods of drought or storm.”

    • Look, in 2009 two fires went through the property on which I live. The head of the local fire crew confirmed that the first one was an arson attack and due to certain “unresolved issues” I have no doubt at all that the second was also deliberately lit. So where does that leave me?

      As I live in a “naturally combustible” area all I can do is make sure that I’m physically and psychologically equipped to deal with a replay.

These days, it seems the craziest conspiracy theories are ones that don’t allow for the idea that governments and corporate partners could or would do things that harm their own citizens. We’ve got the “Protocols” we read about yesterday, we’ve got Agenda 21, we’ve got Codex Alimentarius, and we’ve got naturopathic-type doctors being murdered in the states and making the deaths appear to be natural events, we’ve got the occasional journalist being murdered and/or suicided, and we’ve got Monsanto and the CDC for goodness sake! I don’t think this idea about Harvey is “out there” at all. I don’t think there’s much of a negative nature going on that isn’t planned and/or instigated by the same general cadre of psychopaths and their mad scientists.

          • Thanks for asking, Spec, I attended the trial of Jahar’s friend in Boston in July 2014. Not that I travelled to US for that; I didn’t even know it was happening, till my cousin saw it in the Boston Globe (Eeeks!)

            I went to US for the AutismOne Conference, which was excellent. Jeff Bradstreet was a religious man – he even started his lectures with a prayer.
            In 2013, if I recall correctly, a Mom asked a question about cures for autism in Russia that used stem cells. She was asking about the ethical implications, I think. Jeff said “If your kid can be fixed by it, God wants you to do it. I recommend you go to Russia.”

            Just fathom it – we let them kill Bradstreet. And we still are doing it. Surely the particular men from “FDA” who raided his office 2 days before he “up and died” could be called in for questioning. Surely. Surely.

          • Mary, I couldn’t reply to your last post the normal way, so I have to do it this way. I do remember you saying you had attended the trial of Jahar’s friend. Maybe some friends or relatives would be up for a visit from you if you’re nervous about going back.
            Wow, Dr. Bradstreet was a former preacher (I just found out). I hadn’t known that. They didn’t ask me if it was okay to murder some of the best and brightest doctors and other health practitioners and specialists in this country. I’d like to see them all have extra protection so that any tactics used by the psychopaths and their minions would not be successful.
            I was more familiar with Dr. Nick Gonzalez from “The Truth About Cancer” series of programs and was very saddened and pretty angry when I heard about his death, since he seemed very healthy and in good physical shape to me.
            Good luck in Watertown! Bollyn seems to ruffle a lot of feathers. I expect someone might try to get the talk cancelled or show up and protest or disrupt the talk. Be safe.

  9. Further to Dr.Tobin’s remark, you may well be correct that man cannot affect the weather, but it would appear that storm events, such as tropical hurricanes, may well be able to be instigated and directed.

    Not being a meteorological scientist, it’s hard to say, but I raise an eyebrow when I see our own Bureau of Meteorology National Radar Loops emanating irregular radar patterns from Dampier, Geraldton, Adelaide and other locations attempting to explain strange radar signatures away as “radar anomolies”.

    The probably now obsolete station at Exmouth, W.A. was evidently an early version of the HAARP technology and has probably been superseded by the SBX floating offshore platforms. Have a look at google maps and go right to the tip of the peninsula.

      I cannot remenber the time, it was back in that the period when Maxine McHugh had a federal seat in the House of reps.
      The explanation at the time was due to some weather radar glitch……right! In three locations over a few months!

  11. Today is Sept 6, Hurricane Irma is expected to hit Florida. Alabama Farmer’s Federation has offered to house the evacuated livestock, (Maybe “house” is not the right word):

    “When evacuating, it is important for livestock owners to be prepared to care for their animals while they are away. Please be sure to bring the following items with you:

    “Current list of all animals, including their records of feeding, vaccinations, and tests. Make sure that you have proof of ownership for all animals.
    Supplies for temporary identification of your animals, such as plastic neckbands and permanent markers to label your animals with your name, address, and telephone number.
    Handling equipment such as halters and appropriate tools for each kind of animal.
    Water, feed, and buckets. Tools and supplies needed for sanitation.
