A Rare Moment of Choice Arises With the Forthcoming General Election

The Australian general election will be held in less than four months and both parties have released some policies as part of their broader program for election. It must be said that the Liberal party has thus far expended a vastly greater effort attacking the Labor Party than they have in releasing their own policies.

The ALP in fact released a document running to nearly 200 pages entitled ALP National Platform last year. As in previous elections, there was little emphasis given to foreign policy. On page 85 of the document, we see the following passage:

“Under Labor, the United States remains our closest security ally, formalised through the ANZUS Treaty, which Labor will strengthen. A close relationship with the United States, reflecting our two nations common democratic values, respect for the rule of law and mutual commitment to international peace and security. We knowledge the United States alliance for its vital importance to Australia’s national security requirements and the United States’ long-term role in underpinning broader stability in our region.”

Let us examine this paragraph in a little more detail. The ANZUS treaty, to which it refers, does not in fact provide any kind of guarantee for Australia’s security. All it does is commit the parties to “consult” with each other in the event that one of them is attacked. Of the three members, the United States is far and away the one more likely to be attacked, most likely in response to some aggressive act it has committed.

The document goes on to refer to the two nations “respect for the rule of law and mutual commitment to international peace and security.” The Labor Party may very well believe this, although it is difficult to perceive on what basis such a view could be held. Since the end of World War II 75+ years ago, the United States has attacked more than 80 countries. It has been responsible for the violent overthrow of literally dozens of governments.  Tens of millions of people have died in the process.

Australia has been a willing participant in several of these wars of choice, including Vietnam in the 1960s and early 1970s, Iraq in the early 1990s and again in 2003, Australian troops still occupied that country despite a specific request in 2021 by the Iraqi government that they leave. In 2001 Australia when you joined in the attack and occupation of Afghanistan and only departed there in July 2021 in somewhat embarrassing circumstances.

Amid all of those wars of choice it is difficult, if not impossible, to ascertain any respect for the rule of law and commitment to peace and security.

The document goes on to say that Labor believes that China is, and will continue to be, of great importance to Australia, to our region and to the world. This is undoubtedly true. One measure of that relationship is Australia recently joining the Regional Comprehensive Economic Partnership. This is a body that includes China, as well as New Zealand and a number of other Asian nations. It is arguably one of the most important groups that Australia has joined in recent years.

But how does the Labor Party square its membership of the RCEP with its membership of AUKUS, which is a manifestly anti-China alliance with the United States and United Kingdom aimed at the containment of China and general hostility toward the People’s Republic. The containment of China clearly envisages limiting that country’s growing importance to the rest of the world. How does Australia propose to do this? Sending one of its new submarines, when delivered in 20 years, to patrol Chinese waters is unlikely to give the Chinese more than a second pause for thought.

The Chinese-inspired Belt and Road Initiative, with already more than 140 member nations, let alone their number when Australia’s submarines are ready to play a role, is the dominant economic relationship in the world today. That does not even begin to take into the calculation the further effect of China’s relationship with Russia.

The blunt truth is that membership of the RCEP and of AUKUS are fundamentally at odds with each other. The Labor policy paper does not even address this dilemma, let alone offer a possible solution. The same criticism is equally applicable to the Liberal party.

To return to the quotation from the Labor policy paper. Its fundamental problem is that it describes the United States in an entirely imaginary role. The latter’s entire post World War II history has been a rebuttal of the documents claim as to its long-term role of underpinning broader security in our region. The exact opposite has been the real experience of countries of the Asia Pacific region.

The United States currently has approximately 400 military bases in the Asia-Pacific region, the vast majority directed in a hostile manner toward China. It is impossible to equate this concentration of hostility with some soft notion of “underpinning security” in the region. One has to look no further than the existence and behaviour of United States warships in the South China Sea.

The propaganda constantly says that they are there to ensure “freedom of navigation” although they are unable to point to a single instance of that freedom being impaired in any way. In fact, the majority of the ships in the region are Chinese, and form part of their essential trade links with the wider world. In the event of hostilities between China and the United States they would undoubtedly be used to impede the free flow of Chinese ships.

The blunt fact is that the Labor policy paper is based on an illusion as to the real state of affairs, not only in the region, but also in the motives of the United States. Australia needs to look with a much clearer eye to the defence and geopolitical realities of the region. China poses no physical threat to Australia other than in a war between United States and China when Pine Gap will be a prime Chinese target. Australia will be lucky to escape with Pine Gap being the only target in the event of such a war.

Australia does however have a choice, a hint of which is found in their membership of the ACEP.  That offers a path to prosperity free of the fake version of security founded on the ANZUS treaty. This coming election office Australia has real choice if they have the vision and the courage to face it. Frankly, the signs are not encouraging.

  2. There are more juicy targets in Australia than just Pine Gap. For example, Canberra would be a good one, especially if Parliament were sitting at the time, such an action would most certainly raise an interest. Secondly, the submarine communications base in Exmouth, would be target No 3, with the next one being the communications base N.E. of Geraldton W.A. then we have the American base in Darwin, also another juicy target for the taking. Point, a year ago visiting Exmouth, I noticed a new building erected South of the communications base in Exmouth, strangely this building looked similar to the type of establishment seen World wide at U.S. bases housing missiles. I wonder whether the civilian population in Exmouth are aware of this development, and even aware their town has a bullseye painted upon it. Let’s face it, take out Exmouth, and communications between the nuclear submarine fleet anywhere on the planet, ceases and they become deaf and dumb.

  5. The pointy end of O’Neill’s analysis is the matter of necessary reprisals against Australia by China in the event of war with the US. I note that Eddy has taken him to task imagining that Pine Gap is the biggie. Sorry Eddy, but you are four decades behind the 8 ball. And O’Neill sees only one ball.

    I have heard about other strike targets around Australia but will limit myself to what I actally know… the NT.

    OK. We all know #1, Pine Gap. But there are also: (2) Middle point communication installation; (3) Shoal Bay spy satellite installation; (4) Five Eyes base; (6) the US Tindal air base; (7) The Darwin Harbour submarine base; (8) Darwin airport (staging for everything US Air Force from B52s onwards); (9) Gulkula Raytheon/Lockheed Martin missile launching site in NE Arnhem Land; (10) the US Naval base at Gunn Point; (11) secret installations discovered by local hunters and fisher folk.

    Because China is no slouch when it comes to military intelligence, we can just presume that a nuclear strike at the Submarine base would cause the giant Inpex natural gas tank to explode, vapourising anything within a 40 K radius. China owns the adjacent site, so they could hardly not miss this wee hazard.

    I am sure James’s Chinese pals would not dream of such reprisals but I am just sayn’ not many Territorians would be left alive should such a war just sorta kinda happen. The only sure way to prevent WWIII in the Top End, as Malcom Fraser predicted, is to evict the Yanks.

    Now none of this makes sense if we don’t comprehend that WE DO NOT NEED A DEFENSE SYSTEM IN THE NORTH OF AUSTRALIA. Could I put it much clearer?

    We have known for at least 80 years that the north is invasion-proof. This was called the Brisbane Line, before the Yanks insisted we pretend this is not true. Yet the reason Indonesia cancelled their US-assisted 1975 invasion of the NT was that the Russians and Chinese warned them it would fail, and destroy the Indonesian economy into the bargain.

    What James could more usefully discuss is a new policy of Armed Neutrality. But that would take real analytical ability.

    • Thanks for confirming my suspicions, what the NT is all about, why it is controlled from Canberra and not merged into South Australia ( god knows they could do with a revenue stream ). Of course this is not defence in the normal sense of the word but in the politicised sense. We had England and they supplied the Cerberus, an early ironclad, puffing around Port Philip Bay protecting Melbourne gold exports from the Russians ( so it was said ).
      Then we switched to the US after England fell apart in Singapore. If the US is superseded we will probably run to the next thing, probably totally asymmetric like bio-war, such is human nature, it’s been honed over the millennia.

        Austria, it appears, is a vassal state of Switzerland
        Finland (like Ukraina), maybe don’t like to poke the bear (Sweden is the excuse)
        Sweden, has deep connections to Russia (the Rus came from Uppsala) and not much strategic land (no north coast)
        Ireland, are one foot in one foot out and perceive no threat apart from the English and the banks
        Cyprus and Malta seem to have interesting connections to ancient empires.
        Switzerland, the heart of the ancient empires, sees no need to spend all that money unnecessarily !!!
        Australia by contrast, is a prize.
        Very difficult to run an invasion from an economic standpoint but if you had squillions of soldiers becoming restless because they needed a task, well that’s how wars used to be run.

  8. I just caught a moment of Bill Shorten on 9:::MSM, I could not endure longer, this of course is the man who first ensured the ALP would never again get my preference over the conservatives.   9. Communist agent McGollum (WA) is trying to economically destroy people who don’t wish to be injected with his vile junk. He seems to have not understood that he is still young and in the future when he is walking down the street he will run into someone who has nothing left to lose who will know very well who is to blame. Regardless of surveillance and all that stuff, this victim may well be equipped with a long knife or some such weapon and McGollum will presumably pay for his misdeeds, since the courts will obviously let him off with the lightest possible sentence as “head of state” should not be compromised unnecessarily. If I was McGollum I would be avoiding pubs, train stations, downtown streets especially narrow ones, urban eateries etc. Not for a short while but for the rest of my days.
