The ANZUS Treaty of 1951 (ratified April 29, 1952) is seven decades old. It is so rarely used, that practically the only reference you hear of it has to do with the US’s ousting NZ from it. That came about after Prime Minister Lange in 1985 declared his part of the Pacific nuclear free.  Remember that?

As far as I know, Australia stepped up to fulfill a mutual obligation with the US by joining in on the Afghanistan “war” in 2002 and the invasion of Iraq in 2003. But what about the US’s obligation to help an Oz in need? Can we demand a show of force by US troops?

We have seen a largish band of armed men (wearing what looks like the uniform of Sate police in Victoria) throwing citizens to the ground, kicking them, pepper-spraying them, and shooting rubber bullets. The persons being attacked are not criminals. The violence is in aid of enforcing Covid laws. In the Northern Territory, Aboriginal persons are being forcibly vaccinated and everywhere people are taking the jab sans informed consent, based on deception. Furthermore, your basic Aussie cannot get an “exit visa” if she wants to leave.

HELP!

Let’s examine Articles Three and Five of the ANZUS Treaty:

Article III

The Parties will consult together whenever in the opinion of any of them the territorial integrity, political independence or security of any of the Parties is threatened in the Pacific.

Article IV

Each Party recognizes that an armed attack in the Pacific Area on any of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common danger in accordance with its constitutional processes.

Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Security Council of the United Nations. Such measures shall be terminated when the Security Council has taken the measures necessary [Ha!] to restore and maintain international peace and security.

Article V

For the purpose of Article IV, an armed attack on any of the Parties is deemed to include an armed attack on the metropolitan territory [i.e., mainland] of any of the Parties, or on the island territories under its jurisdiction in the Pacific or on its armed forces, public vessels or aircraft in the Pacific. [Emphasis added]

Gosh, Article V makes me think of the Bela Vista incident in 2017. Some unidentified Middle-Eastern looking men (chuckle chuckle) attacked an Australian Navy man in uniform, near Sydney at 6am.  Parliament raced to make legislation that very day, against terrorists.

I guess we could have asked the US for ANZUS Treaty help. (Not that it mattered — the Kings Cross police later said the incident hadn’t happened at all.)

How To Call This Treaty into Action

In the 2002 Afghanistan situation there was no formal invoking of the ANZUS Treaty, as the “attacker” — Afghanistan — was not a Pacific player. In the 2003 invasion of Iraq (which New Zealand refused to join), the helpers were there under a UN Security Council thing rather than under a standing alliance — although I suppose you could call the UN itself a standing alliance of its 193 member states, all seeking peace.

So how to get something going? Article VII of ANZUS says:

“The Parties hereby establish a Council, consisting of their Foreign Ministers or their Deputies, to consider matters concerning the implementation of this Treaty.”

Not good news, in that the governments of both nations are no longer genuine spokespersons for their folks. Still, it’s good practice to start with the current black-letter law. As far as I am aware, the Council stopped being called the Council when the Kiwis departed, and is now known as AUSMIN — Australia-US Ministerial Consultations.

That did not seem to require an amendment to the Treaty. So I’ll take the initiative to say that we thereby see how it is possible to use common sense when something in a treaty has changed in practical terms.

Of course there is precedent: When the UN seat for China, occupied since the founding of the UN in 1945, was musical-chaired from “ROC, Republic of China,” later headquartered in Taiwan, to PRC, “People’s Republic of China” — there was no paperwork.  It just happened. Chairman Kissinger was in charge of it, or Rockefeller as the case may be, circa 1973.

On September 16, 2021, a statement was released jointly by the two governments that are still in the ANZUS Treaty — the remnant, so to speak. I will now present it, with bolding and bracketed comments by me. I’ve omitted the bulk of it as being unrelated to my theme about the crisis in Victoria, however even this excerpt is lengthy

The officials present, in Washington DC were Australian Foreign Minister Marise Payne and Defence Minister Peter Dutton. The Americans were Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin (who, not completely off-topic, is the defendant/respondent in my mandatory-vax lawsuit Maxwell v US Secretary of Defense.)

Recent Official Statement by AUSMIN

The text from AUSMIN, ministerial consultations:

The United States-Australia Alliance remains an anchor of stability, and the principals reaffirmed the Indo-Pacific is the focus of the Alliance.  This year as we celebrate our Alliance’s 70th anniversary [once known as the Treaty’s anniversary] we proudly reflect on the legacy of peace and prosperity [how did prosperity get in there?] to which our partnership has contributed.

In the face of challenges spawned by the COVID-19 pandemic, climate change, and growing threats to security [such as getting thrown to the ground in Melbourne] and stability, our friendship stands steadfast and resolute. [Bewdy].

Our shared values and experiences pave a path forward to meet these challenges, delivering solutions that are grounded in democratic values [yes, that’s what we want], promote respect for human rights [awesome], and strengthen the rules-based international order. [There is no rules-based international order. See Thomas Hobbes on that.]

The United States and Australia will continue to advance peace, security, and prosperity to ensure an open, inclusive, and resilient [?] Indo-Pacific region.  [Indo-Pacific’s biggest player is China.] Our allies and partners are our greatest strategic asset [that’s my point] and central to achieving our collective goals in the region….

The Secretaries and Ministers reaffirmed their commitment to working through the Quad [not part of the ANZUS Treaty] to support Indo-Pacific partners to respond to the defining challenges of our time.  The Quad is already making a difference on COVID-19 vaccine production and delivery … and deepening cooperation on other core regional challenges including … maritime security, infrastructure, cyber, and countering disinformation [oh dear, oh major dear]….

The Governments of the United States and Australia would fund Fulbright scholarships that will focus on our shared interest in the security and prosperity of the region. [See Fulbright participation in MK-Ultra in Australia.]

The Secretaries and Ministers confirmed support for the Mekong Safeguards Program, [which] will foster strong and consistent environmental, social, and governance safeguards in new energy and transportation infrastructure projects….

The Secretaries and Ministers remain gravely concerned about the situation in Myanmar.  The principals called for a swift return to democracy [see what I mean? we want democracy, rule by the people], inclusive dialogue between all parties, and immediate, unimpeded humanitarian access.  They urged a cessation of violence and the release of political prisoners and those arbitrarily detained [Examples not listed: Julian Assange and Monica Smit].

They underlined the importance of countries’ ability to exercise their maritime rights and freedoms in the South China Sea, consistent with the UN Convention on the Law of the Sea (UNCLOS), including freedom of navigation and overflight and other internationally lawful uses of the sea related to these freedoms… and reiterated that the 2016 Arbitral Award is final and legally binding on the parties. [Always good to see what’s legally binding.]

The principals emphasized their support for Taiwan’s meaningful participation in international organizations, as a member where statehood is not a prerequisite and as an observer or guest where statehood is a prerequisite for membership [not to mention good old self-determination]. The United States and Australia reiterated continued support for a peaceful resolution of cross-Strait issues without resorting to threats or coercion. [Hear the cry of James O’Neill.]

The principals acknowledged the devastating economic, social, and health effects of COVID-19 in the region, and the key role played by international financial institutions and likeminded partners [name them, please] in providing elevated levels of fiscal support to mitigate economic and sovereignty risks. They also welcomed the Northern Territory Government’s commitment to connecting Australia to the trans-Pacific cable, which will enhance digital connectivity between Australia and the United States. [I thought it was pretty good as is.]

They recommitted to joint efforts to expand access to safe and effective vaccines in the Indo-Pacific, [and] to support effective and equitable vaccine distribution.  Humanity has experienced tremendous health, social, and economic losses resulting from the COVID-19 pandemic. [Couldn’t have said it better myself].

Principals expressed their support for a transparent and independent analysis and evaluation, free from interference and undue influence, of the origins of the COVID-19 pandemic, and the urgent need for further transparent and science-based studies, including in China. [Does this include Fauci’s Gain-of-Function caper?]

The Secretaries and Ministers reiterated their support for the goals and objectives outlined in the AUSMIN Global Health Security Statement … to work with other countries in the region to promote best practices in public health and to combat vaccine misinformation and disinformation [Yes! Praise God! Yes!] …

The United States and Australia stand committed to democracy…. The United States welcomed Australia’s decision to reform its autonomous sanctions framework.  [Never heard of it.  Have you heard of it?] The reforms will allow increased collaborative sanctions action including in response to … the proliferation of weapons of mass destruction, serious human rights abuses and violations [absolutely], and serious corruption [even more absolutely].

The Secretaries and Ministers … plan to deepen cooperation to secure the election of qualified, meritorious candidates for multilateral leadership positions [I know Diane DeVere has got the moxie for it] ….

The Secretaries and Ministers expressed concern at the use of arbitrary arrest, detention, and sentencing to influence state-to-state relations.  [I hereby express my concern, too.] They

renewed their call for … urgent, meaningful, and unfettered access to Xinjiang [and to St Kilda’s?] for independent international observers including the UN High Commissioner for Human Rights.  Furthermore, the principals expressed deep concern about the human rights situation in Tibet [and WA’s Shire of Ngaanyatjarraku?].

The Secretaries and Ministers reaffirmed the importance of respect for established international law. [Hmm. When the ICJ ruled against the US’s mining of Managua Harbor, Reagan pulled the US out of the ICJ.]

As our countries work with the United Kingdom to pursue the optimum pathway for nuclear-powered submarines [retch], we reaffirm our commitment to uphold our international obligations … in support of the Nuclear Non-Proliferation Treaty [seems a touch oxymoronic].

The Secretaries and Ministers endorsed the following areas of force posture cooperation: … Enhanced land cooperation by conducting more complex and more integrated exercises and greater combined engagement with Allies and Partners in the region. [Is this what Gumshoe’s Ant56 means by planes arriving through the night at Sydney during Lockdown?]

The Secretaries and Ministers discussed Australia’s intent to establish a Guided Weapons and Explosive Ordnance Enterprise [“enterprise” makes it easy to mount a RICO case]. They committed to cooperate on delivering this complex, long-term endeavor, which will complement the United States industrial base and assure defense supply chains…. [Recall Emanuel Goldstein’s explanation of the real purpose of war, in Orwell’s 1984.]

The Secretaries and Ministers highlighted the positive progress made in hypersonic weapons and electromagnetic warfare. [They said it, not me]….

The two countries intend to continue working with international partners to promote rules that support the free flow of international data, including personal information. [I think they mean DNA.]

The American and Australian counterparts discussed plans for a government-to-government Space Framework Agreement that will pave the way for enhanced cooperation on civil research, exploration, and use of space for peaceful purposes.  The principals also discussed … high-altitude balloon flights from Australia with instruments important to the development of new technologies and payloads for NASA’s space flight missions. [Did anyone consult me as an Australian citizen as to my wishes to go to Space?]

In their deliberation, the Secretaries and Ministers noted artificial intelligence, biotechnology, and quantum computing as examples that would benefit from the proposed mechanism’s assessments [blah, blah]…. The principals also reaffirmed their commitment to multilateral strategic fora, such as the Five Eyes (FVEY) intelligence grouping, the Trilateral Strategic Dialogue with Japan….

Australia and the United States confirmed their [unspecified] shared interests in Afghanistan, having served there side by side for twenty years….  They reaffirmed their commitment to cooperation on counterterrorism.   They committed … to address the evolving challenges presented by terrorism and violent extremism in all its forms [in case Jahar escapes from Supermax]. They affirmed that efforts to counter violent extremism online are integral to combating terrorism, and that approaches involving women, families, and communities were paramount and should be supported.  [What?]

They cited recent malicious cyber activities and the COVID-19 ‘Infodemic’ as significant threats to national and regional security.  The United States and Australia highlighted the joint interagency working group [oh] to monitor and respond to disinformation as a positive example of cooperation toward countering foreign interference. [I don’t get it.]

They committed to continue cooperation on achieving the complete denuclearization of the Korean Peninsula [see Maxwell v Trump].

Australia looks forward to hosting the next AUSMIN in 2022.  — End of quote

Practical Changes, by the Public

As suggested at the beginning of this article, the ANZUS Treaty has in it a commitment by three parties, later only two parties, to protect each other. The main bit is in Article III:

“The Parties will consult … [if] in the opinion of any of them the … political independence or security of any of the Parties is threatened….”

Having now read the speech delivered last month at their meeting, we can say that “the principals” — Marise Payne, Peter Dutton, Antony Blinken, and Lloyd Austin — have strayed far from the idea of helping the other country in crisis. I recommend we reassert that notion.

Recently, four Polish diplomats stood up for Australia.  They said “Don’t let this happened to you!  It happened to us in the 1940s!”  I now live in America again (my birthplace, after a long stint in Oz), so I can speak for the American half of ANZUS. I say we should help Australia, pronto.

This is absolutely not a joke. Of course Australians have to act themselves to try to counteract the throwing to the ground, the pepper spray, the forcible injections. But hands across the ocean is also appropriate.  And there it is, in black letter law.  The US Constitution’s Article IV says:

“This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made … under the Authority of the United States, shall be the supreme Law of the Land.”

      That is defo the case in US. Probably one of the purposes of terrorist legislation is to make for “adaptable” crimes — they might need to be adapted between days 4 and 14.

  2. What was the main thrust of the meeting which was supposed to do with mutual security in the Pacific region? Since when was a virus infection (of which there was none) become a military security risk? When did Myanmar move from the Indian Ocean to the Pacific Ocean, the same situation when did the South China Sea become part of the Pacific Ocean?

    Come to think of it, when did Afghanistan become part of the Pacific region?

    The dolts put in charge of these committees know nothing about their area of responsibilities. They apparently know nothing of geography either.

    How can an organisation continue to be named ANZUS when NZ has no part of it? And intelligently wants no part in it. Neither should we. We are only part of it to be used as a pawn to supply canon fodder for the US Military Industrial Complex as we are with NATO.

    The mention of terrorism in their talks is quite comical when most terrorism organisations are setup and supplied by US and Israel.

    I suggest the Australian taxpayer would be saved millions of dollars per annum if ANZUS was disbanded. We would also become a less likely a target in any military agendas of the US.

      • To me it’s maybe saying the colony is at best a strata title over the land which remains property of aboriginies, and “coincidentally” certain news programs have been starting off with a brief homage to the “traditional owners” of they land they are on, which is quite a contrast with how the current aboriginies are treated in practice on these same lands.

Soaring to international fame as a demented fascist maniac proved too much for Dicktator Dan so he threw half of his rules in the rubbish and went on a PR rampage to convince the easily duped that he was interested in their health. After 18 months a virus normally goes benign and that’s where we are now so things can open up safe in the knowledge that other countries in the world who did nothing and are still doing nothing, other countries ranging from disadvantaged African states to the Scandinavian counties to, well, many of them everywhere, didn’t do much and nothing bad happened, no bodies in the streets, piles of FEMA plastic coffins in the US still unused, huge football crowds, protest crowds etc totally unaffected, celebrities and elites still globe-trotting as usual.
    The Australian leadership continues to play along with the globalist narrative, powered by the TV, which broadcasts nonstop globalist agenda rubbish.
    I decided to have a little snooze around midday and tune into the commercial TV advertising, which is nearly 100% now when you consider the “news” is just the agenda. What I noticed today was a lot of credit arrangement ads, you can apply via smartphone for a personal loan up to $50k to “consolidate your debts” at about 6% interest, for the more desperate there is “wallet wizard” and the promo for the 6pm news was free credit !!! Available from the big banks, in fact they will even pay you !!! to take out a new card, as part of their “war on covid” or however they are calling it.
    So we see the python squeezing, and we are on the way to “you will own nothing and be happy”. Once everyone has ratcheted up all the cheap, easy credit we will be ready for SPARS 2025. This should turn the compliant upside down and shake the remaining money out of their pockets.
    Nobody will need cash anymore because most will be running on credit, so you can stop looking for “made in china” on the corner of your $50 notes because nobody will take them anyway.
    Surveillance is tightening, freedom is an illusion, your body has become public / state property.
    Sold-out maniacs like Dictator Dan are still pitching the agenda and the dust-masks are proof of acceptance and submission by the many fearful and dim-witted credit-slaves.

    • Yes a good listen overall but a long one, I listened over two days. But you could just listen at the start and if you thought it was too slow jump to 1:30 and give it another 20 minutes, that way you could sample the whole thing in half an hour. I am a fence sitter so I don’t say he is right or wrong. It’s all mostly based on history, bloodlines, symbolism and follow the money stuff.

Ursula von der Leyen will not interfere with this trade and this follows the behaviour of the Euro Union when Hillary and Obama smashed Libya and Syria, creating millions of refugees, not a peep out of the rulers of Europe that I can recall, you would expect some sort of protest but no, they were united in acceptance of all these minimum wage, homeless, trafficked, etc flooding in.     The likes of premiers, like Dan and co selling Australia to China had/have no idea of the McArthur deal. The Australian government and the US have it in the back draw.
    Perhaps it has been pulled out and a few premiers slapped with it and told to go take a hike. The commonwealth (The US) are really running the show.

    It should be a universal right that the pitchfork protest is the last, ultimate peaceful protest by a people under the thumb of tyranny. No Man or Woman is allowed to be stopped by any authority as long as said Man or Woman is en route to the central authority. All ministers, and their staff, must resign forthwith, regardless of party affiliation.
    It would be best for everyone if the authority came clean before then.

    A pitchfork may not have any real military value but it is symbolic enough that doing the above must be seen to be a genuine last attempt to resolve this peaceably.

    Cover those QR codes you see shops displaying with an adhesive sign with just a pitchfork.
    Consider doing this simultaneously on a set date, say on the 5th, or even the 11th.

    • QR codes would look nice with a 666 merged into the pixels. The devil also has a pitchfork or trident, the old colosseum weapon, and also King Neptune who was seen as the devil by sailors I guess. So the pitchfork might be easily transplanted into a satanist thing.
      Boring old Christianity is a good way to go but we need our free speech so the mainstream media has to be broken. The internet and citizen journalism is off to a great start in this respect. For example this morning the banner under the world news said “Wyndham WA record October temperature 45 degrees” so I looked up the local Wyndham site and found “Wyndham is one of the hottest towns in Australia, November is the hottest month (about a week away) with AVERAGE temperature 39.5” (just before rainy season) so this is a total non-event !!! But it is sneaked into the climate agenda. In Australia, they always had minor weather events known as “willy willy” now rebranded as “tornado”, a Spanish word. Now we are having tornadoes all the time because of the proliferation of video phones.

          In Melbourne they used to have a “speaker’s corner” which they moved out to a paddock near Richmond Station, I’m just guessing it started off about a km away in Spring St., probably treasury gardens and before that, right in front of the state parliament.

    Making everything more difficult it’s all fairly lawless I would say with one of the big traditional industries being drug production and smuggling, your main protection against crime in these places would be to “own nothing and be happy” which would work until the army came and burned your house. Note from the map above the entire area was always fraught with constant kingdom wars
    ( just like Europe but without banksters ), more recently kept under some control by the rise of the Bangkok Empire.

    • Like any empire the CCP empire needs to expand as its core group gets older, lazier, greedier and debts and obligations grow. Their indigenous demographic has hit the time-bomb now, and going off a cliff, there are no more under 40’s to fuel any more booms, they have two main emerging groups I can see, one group is the privileged (apartment dwellers) who we see on TV, the other group is soldiers, who are there to be consumed in various potential scenarios. The empire needs new blood and this is acquired in some cases by kidnapping wives from Burma etc but at state level it is by bolting on subservient countries who can do the slave labour, primary production, raw materials etc. If one-belt-road can secure places like Sri Lanka, parts of the horn of Africa & Eastern Europe, along with its annexation of Tibet and Uighur Land, and debt-slavery introduced into the Pacific, including Darwin, Melbourne and also ownership of mines in the NW of WA,,,,, they may be able to keep the economic show on the road. What’s the future for Taiwan if the CCP were to acquire that. I would say “longer hours and smaller pay”.
